Skills :

Project Planning & Management – At least 5 years of experience and use cases with the following:
• Facilitate regularly recurring scrum-of-scrums
• Coach teams and stakeholders in lean/agile practices and mindset
• Coordinate interdependencies across project teams
• Obtain and provide visibility into progress and impediments, escalating where appropriate
• Ensure cross-team alignment to program goals with clear and consistent communication
• Defining project scope and schedule across various digital projects
• Focusing on regular and timely delivery of value and ensuring sprints are completed on-time
• Organizing and leading project status and working meetings
• Ability to write and review detailed documentation (requirements documents, weekly/monthly reports, meeting notes, etc.)
• Communicating plan deviations
• Provide feedback on team resourcing to improve efficiency and reduce bottlenecks
• Championing ongoing process improvement initiatives

Risk/Issue Management & Mitigation – At least 5 years of experience and use cases with the following:
• Identifying and mitigating plans

Product Manager Support – At least 5 years of experience and use cases with the following:
• Supporting the Product Manager in managing expectations for project deliverables
• Managing stakeholder communications
• Helping to implement an effective system of project governance

Team Management & Team Building – At least 5 years of experience and use cases with the following:
• Assisting in team development while holding teams accountable for their commitments
• Assigning tasks to individuals and balancing the workload across teams
• Leveraging organizational resources to improve team and individual capacity for project work
• Ensuring team members are fully engaged in the project, making a meaningful contribution, and encouraging a sustainable pace
• Motivating team members

Digital Platforms, Tools and Discipline – At least 3 years of experience and use cases with the following:
• Working with enterprise scale digital platforms specializing in at least 3: omni-channel service delivery, web content management, customer relationship management, identity and data integration
• Establishing continuous improvement/delivery pipeline to continually improve products post-launch based on customer research and feedback
• Leading documentation and communication throughout the product lifecycle for both technical processes and cross-functional teams affected by new change
• Usage of productivity, communication, and analysis tools to manage iterative delivery, such as JIRA/Confluence, Google Analytics, Git Repository, Microsoft Teams, Microsoft Office (Word, PowerPoint, Excel)
• Experience establishing QA practices utilizing tools such as Xray is desired.

Knowledge, Skills, and Ability

Project Management
• Extensive experience with Jira and Confluence is required
• Experience with Advanced Roadmaps and Work Otter is preferred
• Experience as an Agile Coach is required
• Developing and supporting modern, agile product and project management processes
• Establishing the project environment necessary to operate as a high performing cross-functional team in partnership with stakeholders
• Building and clearly communicating the vision, strategy, roadmap, and resources required for delivery
• Scoping, prioritization, and translation of technical and design tasks into delivery plans
• Government-specific task management is preferred

Administrative Considerations

The Lead Scrum Master will lead the scrum-of-scrums across all project teams for the digital government initiatives. This individual will work with the Product Manager to assign tasks based on items in the product backlog. These tasks may be adjusted, reduced, or expanded as the project progresses through various phases. The contract employee shall be expected to maintain and provide written documentation on any work performed in conjunction with this engagement.

The engagement will be for a term of up to 12 months. All work will be performed in eight (8) hour shifts, Monday to Friday, excluding State holidays. If workflow dictates an on-site presence is not needed, consultant may work remotely. All extended remote work will need approval by Chief Digital Officer or the designated manager. Payment will be on a time and material basis and paid only for hours worked. State Agencies are in downtown Hartford and the Greater Hartford area. Local Travel Reimbursement is not provided.

Security/Privacy Considerations: Information accessible by the contractor may be sensitive, confidential, or subject to the Privacy Act and/or HIPAA considerations. Contractor personnel must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement will be required. Daily sign-in to the facility may be required. The contractor employee must always display an access badge while present in state facilities. A background check will be required.
About the Role

The Lead Scrum Master will provide support across various cross-functional project teams focused on driving the end-to-end digital product lifecycle for features and products improving the overall online experience for the state. The Lead Scrum Master will establish best practices to streamline the scrum processes and standards, coach teams across the organization and create a consistent method of work estimation/story point calculations. The work supports the Digital Product Manager in managing project scope and schedule, project status report, change management, governance, role identification, and business communication with the stakeholders.
