Remote Government PM with data analytics, data modernization, BA, Ed-Fi/education experience

Location: St Paul, MN MDE
Duration: 12 months
The work is expected to be done remotely.

Minimum Qualifications
• Five (5) years’ experience in Project Management or Business Analyst role
o A Master’s degree substitutes for three years of experience, or a Bachelor’s degree substitutes for two years, or an Associate’s degree substitutes for one year.
• Two (2) engagements lasting more than six (6) months in Project Manager role

• Demonstrable leadership ability including team motivation toward successful outcomes
• Ability to communicate project plans, expectations, updates, progress, issues, and successes in a timely and clear fashion
• Ability to manage changes in project scope, identify potential crises or issues, and devise contingency plans, as appropriate
• Ability to direct and manage project development from beginning to end
• Demonstrable ability to document business requirements, processes, and rules
• Ability to define project scope, goals, and deliverables in collaboration with project sponsors and stakeholders
• Ability to estimate project resource requirements and skillsets needed to achieve goals
• Ability to identify and manage project dependencies and critical path
• Ability to establish project timelines and milestones using appropriate tools and tracking such milestones and deliverables
• 1-2 years’ experience with State government work
• 1-2 years’ experience with data collection and/or data analytics work including data or technology modernization work
• The ability to form key relationships quickly
• The ability to deliver difficult messages about project gaps in a manner that includes strategies and ideas for resolving those gaps
• The ability to elicit requirements and lead the business SMEs to identify their core need
• The ability to effectively deliver early in the engagement
• The ability to identify the work that is needed and help the team to prioritize the work.

• Provide leadership and coordination of multiple projects in a program
• Work with business area SMEs to understand and document project goals, objectives, benefits, and requirements

Description of Project:
The Minnesota Department of Information Technology Services (MNIT) partnering with the Minnesota Department of Education (MDE) is seeking one full-time resource to work on facilitation and coordination of multiple related and overlapping projects related to data collections for the Ed-Fi initiative. Ed-Fi is a multi-year technical initiative at MDE to better support schools and districts in meeting statutory data submission requirements. The MDE set upon this effort to establish a common platform for data submissions. Throughout the effort the team has identified new or emerging data collections to be implemented.
MDE has identified a need for an experienced Project Manager to work on ensuring that business requirements are understood and documented for the technical implementations, and work with the business to ensure they are ready for the work needed. The hired candidate would be expected to work closely with the program leadership team to ensure projects are aligned with program goals and strategies.

At a high level, the resource will be expected to provide leadership for projects which may include:
Defining and documentation of standard project processes that can be followed for a variety of inter-related projects
Team coordination and project facilitation
Eliciting and documenting project requirements and business rules including data element details, business processes, change impacts, and reporting needs
Control of project scope, schedule and cost
Work with program leadership to understand program objectives and strategies
Identification and coordination of risk management and mitigation strategies
Documentation of project scope, schedule, and milestones.
