Minimum Qualifications
• Five (5) years’ experience in Quality Assurance/Tester role
• Two (2) years’ experience in a lead Quality Assurance/Tester role
• Two (2) engagements lasting more than Twelve (12) months in Quality Assurance/Tester role for a software development project
• One (1) year experience in a business analyst role or gathering and document business requirements
Desired Skills
• Experience in automated work flow testing
• Experience in gathering and analysis of business requirements
• Ability to write test cases in parallel with the Business Analyst
• Ability to think beyond what is expected of the software/product and think about how users can misuse the software/product
• Ability to organize and prioritize features and test cases. And prioritize his/her activities so that testing goals are achieved.
• Experience in using automated testing tools
• Experience in database concepts and defect tracking tools
• Ability to communicate (verbally & written) test plans, expectations, updates, progress, issues, defects, and successes in a timely & clear fashion

Sample Tasks
• Work with the Business Analyst to conduct analysis to create use cases, user stories, and test cases
• Identify and document acceptance criteria to meet business requirements and objectives Develop and implement a comprehensive test plan to ensure quality of functionality prior to release
• Design and create test cases and scenarios for testing software functionality
• Perform functional, non-functional, integration, end-to-end, regression, performance, load, and user acceptance testing

Description of Project
The Office of Higher Education (OHE) program tasks are based on overly complex configurations of manual processes and diverse but aging methods and software technologies. This complexity makes the methods difficult to optimize, manage, or even observe. Some of the larger implementations are done in aging technologies that are falling behind in terms of industry standards. In some cases, methods are out of compliance with state standards to the point where becoming compliant requires technology replacement along with process re-engineering. While many of the issues have been apparent to OHE management and staff for some time, insufficient technical resources are available to rectify them. This project exists to begin the process of replacing existing aging methods with more modernized easier to support methods. A quality assurance tester is needed to create test scripts to test functional and non-functional requirements to meet business needs. Industry testing and quality assurance standards are expected to be followed. The majority of testing will be manual but automated testing would be desirable as tools and time allows. Tester will need to coordinate and lead all testing, including: setting up test data; developing a comprehensive test plan; writing test scenarios; conducting the majority of testing; documenting test results; validating quality; and writing defects. Types of testing required are functional, non-functional, integration, end-to-end, regression, performance, load, and user acceptance testing. The QA/Tester will be solely responsible for the quality and readiness of functionality to meet business needs and to assure confidence in releasing functionality throughout the project lifecycle.

This is the only QA/Tester position anticipated for the effort. There will be others on the team that could assist with conducting testing, but this position would be responsible for coordinating, setting up, and leading all testing. QA/Tester is also responsible for tracking and reporting testing progress and outcomes. In addition, this position will be working in parallel with the business analyst to gather and document business requirements. This QA/Tester will be required to create use cases and user stories to help the business analyst build a sufficient backlog of work for when the developers are brought on to the project. At the point where the backlog is near sufficiency, the candidate will assume the QA/Tester role.
