PowerBuilder Developer with SQL Server, .net, ASP.net, MVC, C# and Angular Prime NG experience

Skill Requirements
• Must have 5-10 years of recent experience (current going back) experience developing and maintaining applications with PowerBuilder (version 10.x or higher) and its related technologies.
• Must have at least 5 years of experience with MS SQL Server related code development
• Must have at least 5 years of experience (current going back) working with same (eChart) or similar patient charting systems (developed using PowerBuilder) designed for state mental health treatment facilities
• 5 years of experience migrating code from PowerBuilder to .Net and its commonly associated technologies (including Angular, JavaScript, PrimeNG etc)
• 5 years of experience with pure .Net (C#, ASP.Net MVC, .Net Core) related technologies

Provide IT consulting services, on a fee for hourly services rendered basic, to continue development of Utah State Hospital’s eChart information system. Hourly rates are fully loaded (includes all costs to provide the IT consulting services on-site at the Utah State Hospital facilities)
Organizational Context
Utah State Hospital’s eChart is a system for managing the information related all aspects of patient’s treatment at the hospital. Utah State Hospital is a mental health treatment facility. Core functionality of information management is divided between PowerBuilder technologies and web technologies (.Net). eChart is built using PowerBuilder. Utah State Hospital has been in the process of migrating modules from eChart to web based architecture.
Developer Responsibilities
• Develops, codes, tests and documents technical solutions for eChart suite of applications
• Utilizes problem-solving skills to identify root causes of bugs and devise solutions
• Applies business knowledge to plan and implement solutions for new requirements and enhancements
• Documents tasks, solutions, and status in RedMine/Jira tracking tool
• Creates and verifies test builds
• Coordinates user testing with QA group at USH, resolving issues to meet deadlines
• Adheres to project timelines and schedules. Informs the IT Manager if there is a potential for a deviation from time lines and schedules
• Applies DTS and agency specific standards when designing and coding
• Develops time and effort estimates
• Follows software development processes and checklists to ensure completeness and stability of software
• Works closely with enterprise database administrators to coordinate database design and management
• Performs research and troubleshooting as required by business
• Provides input and expertise to IT Manager regarding project planning, feasibility, and dependencies of new projects
• Maintains annual HIPAA training and applies data protections standards and guidelines to work product
• Helps with the migration of legacy code to web technologies
• Work as an active member of development team. Recognizes and takes ownership in meeting team sprint goals. Align individual activities with team activities. Communicate progress, problems and status with team members.
• Demonstrates an attitude of ongoing learning and skills building
• Creates code that protects clients and aligns with eChart Security Standards, good practice and applicable state and federal regulations.
