Onsite Healthcare BA with UAT, MITA, FX, BPR, SDLC, OCM, Jira, Azure, DevOps, portfolio and Medicaid experience
Location: Tallahassee, FL
Duration: 12 Months
At a minimum, the Vendor shall:
A. Provide Business Analyst and Business Process Re-engineering facilitation skills with
proven ability to work within and facilitate cross-functional teams and work groups.
B. Reviews Integrated UAT test plan for requirements, business processes, and design
alignment.
C. Partner with FX Certification team to build and execute MITA certification strategy.
D. Contribute to the design and business requirements using established processes,
standards, practices and procedures.
E. Ensure strategies and roadmaps have business functional alignment and support
achievement within FX.
F. Analyze system enhancements, document business needs and conduct business
process impact analysis to project as needed.
G. Support alignment of Business Analyst functionality across FX modules.
H. Partner with FX Solution Leaders to lead work sessions that identify and document
Agency in-scope tasks relating to existing business processes, propose enhancements
to business processes that improve efficiency, boost productivity or address identified
needs.
I. Partner with Office of FX and Vendors to build FX MITA (Medicaid Information
Technology Architecture) Business Architecture Standards that tie into and align with
technical standards.
J. Works closely with Project Vendor Business Process Redesign (BPR) leads across the
FX project to provide guidance and oversight to their BPR-related in scope activities.
K. Provides oversight and guidance on MITA (Medicaid Information Technology
Architecture) Business processes and to Project Vendors BPR outputs/deliverables.
L. Provides oversight to module vendors to build business footprint, Event Diagrams,
Functional Decomposition, and process flows for Business Architecture.
M. Partner with FX change champions and/or business leaders to ensure preparedness,
understanding and adoption of new global processes and tools.
N. Build and maintain As-is and To-Be Business Process Documentation Repository.
O. Build MITA (Medicaid Information Technology Architecture) functional framework
business processes and sub-processes to achieve certification business outcomes and
increase efficiency and effectiveness.
P. Determining the as-is state, identifying formal and informal business processes in the
organization, and obtaining the context in which the process is performed and the value
generated, the pain points that exist and possible solutions to address.

Q. Partner with the various functional areas to define and execute on the applicable change
management plan to ensure seamless implementations and transitions.
R. Provides expertise in the modeling/mapping of business processes, conduct as-is/tobe business processes, is instrumental in the business process re-engineering (BPR)
and involved in change.
S. Participate in all FX project SDLC workstreams to validate future state business
processes are built, tested, and ready for deployment.
T. Partners with Organizational Change Management team to ensure changes are
identified and planned to execute change strategy, operations, training, deployment
readiness.
U. Adapt to changes in daily work plans based on customer support needs.
V. Possess advanced interpersonal skills, including verbal, written, facilitation, mediation,
negotiation, collaboration, and presentation skills, as well as the ability to communicate
effectively with individuals at all levels of the organization.
W. Work on multiple projects and tasks concurrently and adhere to timelines within a fastpaced, changing environment.
X. Possess using the following software: Jira, AzureDevOps, Microsoft Office products,
primarily Access, Excel, PowerPoint, Project, Word, and Visio.
Y. Produce or coordinate the production of business cases, high-level and detailed
functional requirements for development or enhancement of information systems.
Z. Participate in post-implementation organizational change management business
analysis and communications.
AA.Coordinate with the functional owner and developers to research anomalies, identify
root cause, and troubleshoot through resolution.
BB.Ensure that system documentation is kept up to date including configuration
management database entries, application portfolio documents, flowcharts, and other
officially approved system documentation artifacts.
CC. Assist in the completion of status reporting and escalation of issues to
management.
DD. Possess 10 years Business Analyst and 5 years Business Process Redesign.
The Office of FX Program Administration (FXPA) oversees the Agency for Health Care
Administration’s (Agency) management of the Florida Health Care Connections (FX)
project. FX is a multi-year transformation to modernize the current Medicaid technology
using a modular approach, while simultaneously improving overall Agency functionality and
building better connections to other data sources and programs.
