ABOUT THE ROLE

Business Process Specialist/ Analyst with good analytical and documentation skills
Virginia Dept of Professional and Occupational Regulation (DPOR) is looking for a Business Process Analyst that will help drive an analysis of current licensing and enforcement processes for individuals and businesses to establish a more effective solution.
The BA would review, analyze, and evaluate current business processes and user needs to identify inconsistencies, lead current business processes documentation efforts and propose cohesive licensing and case management processes which will serve as the foundation for transition to and implementation of a new licensing, enforcement and case management solution.
DPOR requires assistance in assessing, analyzing, and documenting current application and enforcement processes along with a roadmap to ensure how current processes could help future vendor to understand DPOR’s offerings and help them implement a best-in-class cloud-based SaaS solution.
DPOR has not identified its target solution yet but intends to use the solution resulting from a currently on-going Virginia Information Technology Agency (VITA)-led RFP process for such a solution.
Role and Responsibilities

DPOR is looking for a detailed process documentation that reflects the current state licensing application processes with gaps that supports the agency’s future needs and comply with statutory and regulatory requirements.
Responsibilities for the successful candidate will include:
Experience with business process reengineering and identifying new applications of technology to business problems to make business more effective.
Review, analyze, and evaluate current business processes and user needs.
Familiarity with industry standards (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering.
Prepare solution options and risk identification, document current business process inefficiencies and required improvements.
Write detailed description of user needs, program functions, and steps required for optimal system configuration to assist day to day license processing needs.
Prepare and document Functional and Technical Specifications for system configuration.
Apply the most appropriate methods of process analysis including direct observation, shadowing, focus groups, and other historical business analysis techniques.
Assist with business enhancements, deployment and management of end-user reporting tools and platforms.
Work with IT and business project teams to understand reporting and data requirements and propose solutions.
Has knowledge of commonly used concepts, practices, and procedures within a regulatory or government environment.
Create clear process maps that can be used to support future systems configuration, training and requirements management perspective.

Must Have Requirements:

This project will be focused on end-to-end business process documentation including:

Work with licensing and enforcement SME’s and get a detailed understanding of current licensing application process, document various stages in the complete process, understand the regulations that play key part in defining the process, policies, and procedures necessary to support board operations.
Experience with a regulatory or government environment. Statutory and regulatory requirements are the legal foundation for all licensing and enforcement processes.
Devlop templates and a repository for Licensing and Enforcement processes and procedures along with the procedures for maintaining that repository using Microsoft tools.

Qualifications:

BS degree in Engineering, or sufficient related experience in process design, configuration and improvement
10+ years of business and process analysis experience
Need strong knowledge of business processes documentation, business analysis and technical integration
Possess strong organization, analytical, problem solving, and interpersonal skills
Self-motivated and work under general supervision with ability to develop positive working relationships with coworkers at all levels of the agency.
CBAP or CSPO Certification preferred.
Familiarity with Agile Practices and Methodology
Familiarity with relational database concepts, and client-server concepts
Familiarity with MS Office 365 tools such as MS Teams, SharePoint, MS Visio and other process mapping tools preferred
