Skills
Skill in designing and building customer-facing web applications in Angular
Problem analysis and solving skills
Experience with Service Oriented Architecture & creating API’s using REST
Understanding of security principles related to: access, roles, groups, and permissions
Experience in c# and .net Core (3.x or newer)
Experience in HTML 5, CSS, JavaScript libraries & frameworks is a plus
Experience with applications that implement OAuth2 Open ID Connect
Experience with AWS technologies, API Gateway, Elastic Container Service or Elastic Kubernetes, Logging, Terraform scripting knowledge a plus
Writing Unit tests and using Test software using appropriate methodology and techniques; Experience with creating integration testing is a plus
Understanding of database/data relationship fundamentals, SQL experience a plus
Work with people in a manner which shows sensitivity, tact, and professionalism

The Department of Technology Services (DTS) and the Department of Human Services (DHS), Division of Substance Abuse and Mental Health (DSAMH) are in the process of optimizing the Substance Abuse Mental Health Information System (SAMHIS) applications for the cloud. This includes taking the current modules, restructuring them for AWS and containers and modernizing for deploying (immutable architecture/IaC), this will make SAMHIS more efficient and easier to maintain, with a better data domain and applications modularization. In November 2021 there will be a new file coming into SAMHIS. This is a new data collection piece for multiple state stakeholders. The new file will be built in the cloud environment.
SAMHIS is used to collect and report on client level treatment data for Mental Health and Substance Abuse clients across the state. There is a web service that allows providers to upload data each month. The molecules include an admin console, file utility to collect data, websites for providers to manage data submission and aggregate reporting and a data mart.
