Hybrid/Local MN Govt Project Manager (15+) with Agile, JIRA, BA, CRM, acceptance testing, UAT, life cycle, GAP and JAD experience
Location: St. Paul, MN (PERA)

Sample Skills/Requirements :
• Five (5) years’ experience in Program/Project Management role
o Master’s degree substitutes for three years of experience, or a Bachelor’s degree substitutes for two years, or an Associate’s degree substitutes for one year
• Five (5) years’ experience working with or in State or Government pension services industry
• Five (5) years’ experience with Agile methodology in a project environment
• Strong knowledge of JIRA or equivalent project tracking tools.
• Two (2) consulting or contractor engagements lasting more than six (6) months in Program/Project Manager role implementing and designing pension administration systems through entire project life cycle.
• Leadership and oversight experience with Business Analysts.
• Ability to lead and influence outside chain of command.
• Ability to direct & manage program/project development and associated tasks of large-scale project from beginning to end, on time and on budget
• Stakeholder management ability to define program/project scope, goals, and deliverables in collaboration with project sponsors and stakeholders
• Ability to estimate program/project resource requirements and participants needed to achieve goals including changes during where necessary
• Ability to identify and manage program/project dependencies and critical path
• Time management, ability to establish program/project timelines and milestones using appropriate tools and tracking such milestones and deliverables. Creating project schedules, identifying critical path activities and allocating resources appropriately.
• Risk management, ability to manage changes in program/project scope, identify potential crises or issues, and devise contingency plans as appropriate. Proactively managing obstacles to minimize impact on project outcomes.
• Ability to communicate program/project plans, expectations, updates, progress, issues, and successes in a timely & clear fashion when necessary
• Experience and knowledge implementing CRM software or workflow automation tools including but not limited to the following:
o Correspondence tracking
o Service request management
o Reporting
• Conflict resolution, ability to work collaboratively across entire organization
• Experience working with or communicating to /with executive stakeholders
• Extensive experience with UAT (user acceptance testing)
o Strong technical skills and abilities including databases and SQL
o Knowledge of software development life cycle
o Skilled at testing process and methodologies
o Ability to write test documentation such as plans, scripts and reports
• Budgeting and financial management experience scoping project resources, developing work structure breakdown
• Strong PC proficiency including Microsoft suite (Word, Excel, PowerPoint, and project management software Combine into one ask. I would prefer one partner with both resources
Sample Scope of Work:
The selected responder will provide resources to lead and clearly document business requirements for the following initiatives:
1. Review and validation of Pension Administration System (Collect and Manage Information). CAMI 2.0. In 2023, PERA business developed a list of enhancements for CAMI, mostly cosmetic. PM will review enhancements with staff and prioritize list of enhancements. PM will review validate enhancements against functionality needs, identifying interdependencies. PM will make recommendations to capture call history, reason codes and member notes within CAMI.
Focus will also be placed on integration of modules to increase functionality i.e. integrating
the divorce module with the payments module, to reduce repetitive data entry and automation of payment and estimate processes.
Deliverables: Documented JAD sessions, requirements of enhancements vs. functionality.
Formal prioritization of requirements/enhancements. Inventory and audit of manual
Spreadsheet existing outside CAMI.
2. Defining workflow or case management requirements. Existing system has limited functionality to move work from department to department. Operations relies on emails versus pre
defined workflows. This also creates challenges identifying backlogs and production reporting at a site and individual level. PM will hold JAD session with leadership and frontline staff to identify gaps and develop system requirements.
Deliverables: JAD sessions, GAP analysis, documented requirements/scope of workflows for executive and leadership signoff.
3.Reporting requirements. Assist compiling comprehensive reports for individual and site level, both automated and manual. Investigate alternative ways to deliver reporting to leadership and or executive staff. Current pain points are TAT/service level reporting real time and ability to easily identify backlogs.
Deliverables: JAD sessions, GAP analysis with formal requirements document.
4.Correspondence. Inventory & audit of letter within pension administration system. Recommendations on how to better integrate within correspondence. Explore ways for business to update letters without creating an I.T. ticket.

5. 360 Degree Member View. Develop business requirements to integrate member contacts and events into on consolidated view. Contacts = In/outbound Email, in/outbound calls, chats, etc. Events = mypera activity, letters send/received, forms status, payments, chats, etc.

6. Employer Reporting and Information System (ERIS). Online employer portal allows employers to complete contribution reporting, member enrollments, and other administrative responsibilities. Explore additional modules and enhanced capabilities for secure messaging and real-time assistance, and processing alerts when submitted information is incomplete or erroneous.
Deliverables: GAP analysis of functionality vs. employer needs, industry trends, JAD sessions.
7.MyPERA. Online member portal, allows members online access. Explore enhanced capabilities to allow for online completion of applications for retirement/refund.

8. Omni Channel. Call center lacks little if no self-service capabilities for our members, review potential for automating the below transactional member requests in an automated interactive voice response tool.
• 1099R, income verification, PERA I.D. Tax withholding certificates, direct deposit.
• Explore caller authentication with CTI or screen pops, confirm/authenticate member information upfront and screen pop caller information to representative desktop.
• 360 degree member view.

9. Training. Oversight for Training resource responsible for the below:
• Creation, documentation of formal training for each release, developing formal lesson plans and training modules.
• Developing form deployment plan for training supporting release plans.
• Training assessments to measure assimilation of materials.
