4 Scope of Services
Background: As a result of the Department’s efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida’s accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida’s accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026.
The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:
· Adoption of the Florida PALM Standardized Business Process Model.
· Transition to the Florida PALM Chart of Accounts values.
· Replacement of Central, Payroll and Departmental FLAIR functionality.
· Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system.
· Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline.
Candidate will assist in guiding the office in its transition to the PALM system. The transition to PALM will include the review of as-is business processes and remediation strategies, as well as reengineering, design, and integration with the FM financial systems. The transition to PALM will need to ensure alignment between the FM financial system, Florida PALM, and the state’s cloud-first policy as defined in statute. As part of the Florida PALM System Transition (FPST) Project, impacts to the OWPB computing assets must be determined and applications must be remediated and architected to be compatible with cloud architecture. To allow for the resolution of the OWPB impacted computing assets and to ensure compatibility with the state’s cloud-first initiative, we are requesting a systems architect position for the engineering, remediation, and modernization efforts to transition to Florida PALM. The new position’s concentration will be the review of existing FM financial systems, Florida PALM interface offerings, the analysis and remediation approach of impacted computing assets within OWPB, and verification of rearchitected computing assets.
Candidate also supports continued business systems improvements related to the Financial Management Suite of Systems (FM) as they are used to support the Office of Work Program and Budget (OWPB). Provides detailed analysis of complex FM architecture and business functions to prepare efficiency opportunities, assisting in process redesign, data integration, data governance and system modernization. Duties may include providing support and analyzing the FM financial systems and dependent business processes and assisting in re-engineering in areas impacted by ongoing business transformations. Duties may also include development, maintenance and subject matter expertise for applications dealing with complex financial business processes on large cross-functional application projects, ensuring that robust and scalable solutions are implemented. Provides application design, architecture, and system integration recommendations based on OWPB information technology strategy and the Office of Information Technology strategic plan.
Must be able to liaison between team members, customers, management, and Office of Information Technology (OIT) in supporting OWPB and enterprise technical needs. Provides guidance in decision making on high-level design choices and technical standards, including software coding standards, tools, and platforms. Develops and coordinates the definition, prioritization, coding, and testing of system changes and enhancements. Must be able to use a variety of platforms, ranging from old to state-of-the-art, to provide automated systems applications to customers. Act as an internal consultant, advocate, mentor, and change agent to team members and the office. Collaborates with OWPB leadership and OIT to develop tactical strategy in the planning, design, implementation, and maintenance of data warehousing initiatives.
5 Education
Bachelor’s or Master’s Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree.
6 Experience
Candidate MUST have a minimum of 15+ years as a software architect or lead developer, with broad experience working with development technologies. 15+ years of broad experience working with CA Gen, Classic ASP, and DB2 for z/OS.
Candidates with resumes reflecting experience with Informatica Cloud Data Integration will be given preference.
7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks:
1. Work as a systems and data analyst, provide subject matter expertise for applications dealing with complex financial business processes on large cross-functional application projects, ensuring that robust and scalable solutions are implemented.
2. Provide guidance and oversight to quality assurance on modernization of existing systems from inception through integration, staging and production environments.
3. Identify, analyze, and resolve problems and issues through the use of troubleshooting tools and techniques well as teamwork.
4. Work with team toward continuous improvement; may include design, definition of roadmaps, standardization of processes and methodologies; collaborate with other developers and architects to drive guidelines, methodologies, and documentation.
5. Work in partnership with distributed cross-functional teams to ensure all aspects of the project is communicated, supported, and delivered to the highest standards.
6. Develop and apply knowledge of trends, relevant software development technologies and methodologies.
7. Produce end-state solution mockups based on analysis of modernization approach for applications and reports.
8. Provide oversight to quality assurance on all code enhancements.
9. Provide hands-on support to peers, coach, guide, and mentor others in accomplishing architecture, design, and implementation goals.
10. Drive continuous modernization; may include design, definition of roadmaps, standardization of processes and methodologies; collaborate with other developers and architects to drive guidelines, methodologies, and documentation.
11. Initiate, drive and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported and delivered to the highest standards; align core .NET based platform development initiatives with Department development vision, strategy and deployment.
12. Develop and apply knowledge of trends, relevant software development technologies and methodologies.
13. Provide data model planning, design, implementation, and maintenance guidance to transform legacy transactional reporting environment into time-based data models to support the office’s business needs for multi-dimensional data analysis.
14. Review Florida PALM interface offerings, file definitions, and standardized business processes to determine remediation required for Department financial related computing assets. Address dependencies with other interfacing computer applications. Propose potential decommissioning for unused computing assets.
15. Detail data element inputs and outputs with other systems interfacing with applications impacted by the Florida PALM transition efforts. Inputs can include manual data entry, direct access to other systems, and batch uploads. Outputs can include data extracts, direct access to data from other systems, and reports.
16. Develop testing strategies, data scenarios and test plans to ensure computing asset modifications are tested properly beginning with unit testing and extending through Florida PALM cycle testing phases.
