Scope of Work
The cloud resource(s) provide overall direction, guidance and definition of cloud architecture to proactively plan and design DOL’s progression to cloud. The scope of this work involves working with both business and IT leaders to develop a cloud strategy and roadmaps that are ready for implementation. Areas in scope include, but are not limited to:
•Development of business drivers, opportunities, and risks for cloud
•Holistic future state architecture blueprints and roadmap of cloud progression
•Evaluation of cloud economics for various cloud architecture and specific scenarios
•Process readiness assessment for Infrastructure/Operations
•Staffing skills assessment and readiness training for Infrastructure/Operations staff
•Security architecture and readiness plan
•Alignment with data, records, and security strategy
•WaTech supported O365 strategy, including tenancy decision
•Architecture and readiness plan for cloud based identify management (specifically Active Directory) and other foundational components
•Framework for governing, managing, and administrating cloud services
•Ready to implement disaster recovery architecture plan and design for DRIVES (aligned with COOP)
•Executive and end user education and presentations
•Proof of concepts of proposed architecture
Statement of Work
The cloud architect will work closely with DOL’s enterprise architecture team, security team, infrastructure and operations team, and other subject matter experts to develop full project activities. The following are key work requirements and deliverables.
Cloud Opportunity and Capability Analysis
•Gather input from IS leadership team, WaTech subject matter experts, and evaluating business requirements and market research
•Conduct cloud opportunity and capability analysis for DOL identifying near term, mid-term, and long term opportunities for DOL
•Identify key risks associated with various opportunities and develop mitigation plans
•Conduct scenario analysis of various future state cloud architectures and their economic and technical viability
•Identify key barriers and questions that need to be answered for cloud enablement
Cloud Strategy and Roadmap
•Develop a cloud strategy framework that includes ‘big buckets’ of cloud efforts in alignment with data strategy and applications strategy that can be used to develop detailed implementation plans
•Develop a roadmap of key cloud initiatives and projects and their sequencing based on opportunity analysis and readiness for implementation
•Align cloud implementation roadmaps and blueprints to Washington state statutes, the state CIO policies, and other compliance/regulatory requirements of DOL.
Cloud Technical Architecture Planning and Design
•Design future state cloud architecture that includes all major systems, integrations, and data
•Develop decision paper with pros/cons of options where architecture and design decision are needed
•Develop a detailed design of a cloud based Disaster Recovery plan for all major DOL systems
•Work with WaTech to develop cloud enabled Active Directory design that meets requirements for O365, security, and cloud hosted COTS products, and IaaS requirements
•In conjunction with IT Security team, develop cloud based security architecture and plan
•In conjunction with data, security, and records teams, develop cloud based data security architecture
Cloud based staffing Skills Assessment & Training
•Assess staffing skills and develop training plan for cloud based infrastructure management, service management, and resources provisioning
•Develop and conduct cloud readiness training for all key infrastructure/operations, security, and architecture staff
Develop Non-functional Requirements for Cloud
•Develop/document all non-functional requirements for cloud and include into overall design/architecture. These include but are not limited to: records management, usability/accessibility, exit strategy, data availability, software licensing, data security/privacy, integration, etc.
Proof of Concept
•Design and conduct proof of concept for proposed architecture and validate viability and readiness. Present findings and recommendations to IS and Executive leadership team.
Cloud Governance & Process
•Develop and document a cloud governance and management plan for provisioning all cloud based services (SaaS, IaaS, PaaS)
•Assess infrastructure/operations processes for cloud readiness and recommend pre-migration improvements and cleanups
•Develop cloud based standards, best practices, and naming conventions
•Create and lead DOL cloud tiger team comprised of key subject matter experts
•Create and lead DOL cloud community of practice to ensure all cloud work adheres to common standards and conventions
•Create RASCI charts for cloud service management
Technology Initiatives within scope:
