Child Support/Govt PM (PMP must) with TFS, MS Project and SharePoint experience

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• 5+ years’ experience as a project manager using PMI project management methodologies, in significant portion of which must be related to large system development and implementation for a public sector/government entity.
• 5+ years’ experience in information technology including computing, telecommunications, printing, data storage, data transmission etc.
• Large scale production system implementation experience.
• Knowledge of generally accepted system architecture, project management and supervision principles and practices.
• Ability to plan, organize, instruct, and review the work of a large team.
• Ability to communicate (orally and written) effectively with technical, non-technical staff, customers/stakeholders (State and Federal) and executives.
• Ability to communicate effectively with information technology staff.
• Strong analytical and problem-solving skills
• Detail-oriented and highly organized
• Strong presentation and communication skills
• Self-motivated driver able to make progress despite obstacles

This position will work collaboratively in a leadership position with the CFS team and will perform the following:
• Using the PMI project management principles, leads the CFS Agency team in efforts to manage, coordinate and oversee a vendor team that provides on-going system Operations and Maintenance (O&M) services for the new Palmetto Automated Child Support System (PACSS).
• As the Project Manager, leads initiatives across multiple functions and teams by planning, directing, and coordinating to the project objectives with consideration for risk.
• Plays a leading role in managing the agency’s formal application change management process; ensures that requests for application changes are vetted and prioritized; manages these changes throughout the entire software development life cycle.
• Works with State and Vendor project teams to ensure that reported system defects are properly documented, triaged, prioritized and resolved; Working with the vendor team, manages these code changes throughout the software development life cycle.
• Working with state and vendor team resources, ensures that an accurate project schedule, detailing all approved work, is properly updated and maintained.
• Develops and delivers monthly management reports showing progress of work against the approved schedule; Provides state project team with guidance and instruction to collect needed data and metrics for these reports; Presents progress report findings to DSS executive management
• Plays a leading role in developing plans and process for system O&M knowledge transfer from vendor team to State team member.
• Works with management and other Project Leaders to continually identify and implement organization-wide process improvements
