Hybrid/Local Financial Data Analyst/Modeler (15+) with data queries/structures, Visio, SCRUM, ERP, ER diagram experience

Job Specific Knowledge, Skills, and Abilities (KSAs)
1. In-depth knowledge of cost accounting, chart of accounts, and financial transactions.
2. Experience with complex queries involving multiple data sources.
3. Experience with reading, creating, and updating data structures.
4. Experience with multiple include statements.
5. Experience with Visio or other process mapping applications.
6. Knowledge of the SCRUM Framework.
7. Knowledge of financial systems such as an ERP.

Preferred KSAs:
8. Experience with Entity Relationship Diagrams.
9. Experience with documenting and communicating technical requirements.
10. Experience in coordinating with Business Analysts to capture business requirements.
11. Ability to bridge the gap between technical and business language.

4 Scope of Services
Background: As a result of the Department’s efforts to re-engineer and modernize core financial
systems, there has been over 1,500 computing assets identified as performing some level of
financial planning, analysis, and management functionality that are impacted by the State of
Florida’s accounting system. The Florida Planning, Accounting, and Ledger Management (PALM)
project is a multiyear endeavor to replace the State of Florida’s accounting and cash
management systems with a modern financial management solution. The Florida PALM Project
is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live
scheduled for January 6, 2026.
The 1,500+ computing assets are comprised of interfaces, enterprise applications,
databases, automated processes, and reporting programs within FDOT that will
require remediation due to:
 Adoption of the Florida PALM Standardized Business Process Model
 Transition to the Florida PALM Chart of Accounts values
 Replacement of Central, Payroll and Departmental FLAIR functionality
 Redevelopment of agency incoming and outgoing interfaces to the statewide accounting
system
 Implementation of Information Warehouse data to support agency specific reporting
requirements.
The computing asset modifications to complete the FDOT PALM System Transition (FPST)
will take place over the course of two years in alignment with the Florida PALM Project
scheduled timeline.
To prepare for the transition to Florida PALM, our agency is seeking a resource knowledgeable
in Data Modeling and Cost accounting to help map from our existing project costing allocation
process to the new future process.

5 Education
Bachelor’s Degree in Computer Science, Information Systems, Finance, or other related field.
Or equivalent work experience.

6 Experience
A minimum of 4 years of work experience in data modeling, data analysis, relational DBMS
design and support and relevant computing environments.

7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks.
Duties of the selected candidate will include, but not be limited to:
1. Analyze, develop, and document complex logical database designs, logical data
models and relational data definitions in support of FDOT and PALM systems
requirements.
2. Understands the methodologies and technologies that depict the flow of data
within and between technology systems and business functions/operations.
3. Responsible for the identification and resolution of information flow, content
issues, and the transformation of business requirements into logical data models,
for both as-is structure and proposed structure.
4. Identifies opportunities to reduce data redundancy and trends in data uses and
single sources of data.
5. Combine business and technical data to assist with creation of documentation.
6. Work with Business Analysts, Developers, and Application Architects to support
agency processes and remediation for the PALM Transition Project.
