Mandatory Skills and Experience:
• Bachelor’s Degree in Computer Science, Business Administration, or other related
Information Technology (IT) fields
• Minimum of 7 years of work experience managing successful, large-scale IT projects
• Project Management Professional (PMP) certification
• Experience managing IT projects in the range of $2M to $10M
• Experience managing large system IT projects thru all phases of the software
development lifecycle
• Experience managing IT teams with diverse assignments such as business analysts,
database analysts, application architects, software developers, and hardware support
• Experience performing differing test methodologies in IT projects
• Extensive experience using Microsoft Project to develop and maintain detailed project
schedules
• Experience in delivering projects in the agreed scope, schedule, and budget
• Excellent oral and written communication skills
• Strong collaboration skills with stakeholders
• Ability to facilitate JAD sessions
• Experience with determining system requirements from stakeholders
• Experience presenting project status updates to differing audiences for their
understanding
• Ability to effectively lead a project team to meet project objectives

Description of Services & Deliverables
FDLE requires the services of one Project Manager to work under the direction of FDLE’s
assigned supervisor to achieve the goals and objectives of the MEPIC Technology Upgrade
Project as approved by a Legislative Budget Request (LBR). The Project Manager is expected
to use their skills to manage a project team of two Business Analysts and eight Systems Analysts
to deliver an upgraded MEPIC system meeting the LBR requirements within the LBR three-year
timeframe.
The person in this position:
• Is knowledgeable in all areas of system development understanding business processes to
successfully lead and manage a team developing a new system.
• Stays abreast of current industry trends and emerging technologies to oversee the design of
a new system to meet functional and nonfunctional requirements.
• Is responsible for clear communication and coordination between stakeholders and IT
leadership to successfully resolve various issues and communicate project status.
Project Manager responsibilities include, but are not limited to the following:
• Project Planning, Organization, Implementation
• Project Control Processes, Procedures, Change Control
• Risk Management
• Issue Management and tracking
• Deployment and Implementation Planning
• Quality Assurance and Quality Control (User Acceptance Test Planning)
• Leadership to the project team and others, both internal and external to FDLE
• Team Management and Assignment Tracking
• Monitoring contractor performance in producing quality deliverables on-time
• Communications Management, including team, stakeholders, and external entities
• Maintaining Project Schedules
• Serve as a single point of contact for reporting project status
• Provide detail and summary reporting of project status
• Requirements management while facilitating the gathering of the detailed requirements
in Joint Application Development (JAD) sessions
• Make recommendations for executive action when required
• Ensure compliance with FDLE and FL Digital Services policies and procedures
• Ensure system design conforms to Rule 60-GG
• Coordinate effectively with FDLE Information Technology Services (ITS) staff required
to support the project
• Effectively work with the Office of Statewide Investigative Systems (OSIS) Enforcement
and Investigative Services (EIS) Leadership and MEPIC members throughout the
software development life cycle to complete this project
