Texas Health and Human Services Commission requires the services of 1 Business Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered “works made for hire” and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Name of Project or Maintenance: Electronic Visit Verification
Texas requires EVV for certain Medicaid funded home and community-based services provided through HHSC and managed care organizations (MCOs). This Worker will act as a Business Analyst for the EVV Program.
The Health and Human Services Commission (HHSC) Claims Management Division (CMD) is responsible for overseeing the Electronic Visit Verification (EVV) Program. EVV is a computer-based system used to document Medicaid service delivery visits by electronically recording the precise time a service delivery visit begins and ends. Texas requires EVV for certain Medicaid funded home and community-based services provided through HHSC and managed care organizations (MCOs). HHSC provides state-funded EVV systems and also allows for Medicaid providers to use their own EVV system if it meets applicable business rules and technical requirements.
This Worker will act as a Business Analyst for the EVV Program on initiatives such as:
• EVV system readiness reviews to confirm provider-operated systems meet applicable requirements;
• development and implementation of business rules for the state-funded and provider-operated EVV systems;
• elicitation and documentation of business requirements, test cases, process flows, and operational procedures; and
• other projects as assigned.
The Worker will have considerable latitude to use their experience and judgment to ensure successful completion of their assigned tasks. The Worker will be able to multi-task, analyze priorities, communicate clearly, and set expectations for the phases of the project. The Worker will be responsible for communicating with multiple internal/external stakeholders including contractors, technical staff, and program staff.
The services to be provided include, but are not limited to, the following:
A. Work with HHSC program staff and team to analyze and document business processes and requirements.
B. Understand business and technical objectives of the project.
C. Coordinate with project leads, contractor representatives, HHSC program staff and other subject-matter experts as required to ensure necessary tasks, deliverables and timelines are completed.
D. Organize project work sessions often including multiple departments.
E. Analyze systems, data, and documentation to determine if desired operational and technical requirements have been met.
F. Perform and evaluate use case scenarios to ensure business objects have been met.
G. Document business requirements through analysis of operational processes and solicitation of business needs from subject matter experts.
H. Provide knowledgeable project coordination and analysis to EVV projects.
I. Provide strategic technical vision for systems and system enhancements.
J. Document and present project updates, recommendations, and key decisions to management.
K. Document risks and develop mitigation plans.
L. Identify, track, and ensure resolution of risks and issues.
M. Respond to inquiries from internal and external stakeholders.
N. Document action items and project decisions.
O. Other duties as assigned.
