Onsite .Net Architect with Cloud, C#, PowerShell, JSON, jQuery, IIS, Web Services, Oracle, SharePoint, Active Directory, Git Bash, GitHub, TFS, Azure DevOps, Agile, ASP.net, SQL, Crystal Reports, ORM, LLBLGen Pro, WCF, FileNet and Rules Engine experience

Staff Qualifications and Performance Criteria
1)Bachelor’s or Master’s Degree in Computer Science, Information Systems, or other related field, or equivalent work experience;
2)A minimum of seven (7) years of experience in multiple IT areas and two to three (2‐3) years of relevant architecture experience;
3) A minimum of three (3) years of experience with Cloud based systems;
4)Experience with at least one (1) application migration project to Cloud based services;
5) A minimum of five (5) years of experience with C# software development;
6) A minimum of five (5) years of experience with relational databases;
7) A minimum of two (2) years of experience with relevant architecture;
8) Expert level skillset in PowerShell scripting and reading/analyzing Web technologies including JSON, HTML, JavaScript, XML, jQuery;
9)In-depth knowledge of the Microsoft platform including Internet Information Services (IIS), .NET, Web Services, Oracle, SharePoint, Windows Server, Clustering, and Active Directory;
10) Hands‐on experience with troubleshooting complex systems problems including
capacity planning and performance tuning, reliability, and high availability initiatives;
11) Experience with Git Bash and GitHub;
12) Experience with transitioning from On-premises (On-Prem) Team Foundation Server (TFS) software to Azure DevOps software;
13)Experience in customizing Software Development Life Cycle (SDLC) templates as needed for an organization by leveraging out of the box Azure DevOps templates;
14)Advanced to expert level knowledge and understanding of architecture, applications systems design, and integration;
15) Understanding of N-Tier Architecture;
16)Understanding of business logic and workflows within a database as impacted by new technical issues/requests;
17)Understanding of objective resolutions impacting different areas of a database due to new technical issues/requests;
18) Experience as a team member on a team of five (5) or more developers;
19) A minimum of two (2) years of experience with Agile Development Methodology;
20)Strong written and verbal communication skills with the ability to document and communicate technical information to IT professionals;
21)Licensure, registration, and certification requirements that are legally required to perform the services outlined in this Scope of Work; and
22) Experience working with the following:
a. .NET 4.0 Framework;
b. ASP.NET;
c. Microsoft Visual Studio 2015 or later;
d. TFS and Azure DevOps;
e. American National Standards Institute (ANSI) Structured Query Language (SQL), such as Oracle 12g or SQL Server;
f. Crystal Reports;
g. Object-Relational Mapping (ORM) software, such as LLBLGen Pro;
h.Web Services, such as Web Services Description Language (WSDL), Simple Object Access Protocol (SOAP), or Windows Communication Foundation (WCF);
i. Scrum;
j. WCF;
k. Service-Oriented Architecture (web services) and Application Programming Interface (API);
l. Windows Workflow Foundation (WWF);
m. UC4 and IBM FileNet; and
n. Rules Engine software.
Minimally Required Deliverables/Tasks
1) Triaging new requests for high‐level estimates of effort;
2) Identifying areas of code impacted by new requests;
3)Recommending appropriate Applications Development teams to work tickets including updating Application Lifecycle Management (ALM), and working with the Release Manager and Change Advisory Board (CAB) Coordinator to channel ticket(s) to the appropriate team(s);
4) Conducting code reviews as requested by DEO;
5)Providing guidance on cross‐functional work including major enhancements and fixes;
6) Creating design specifications for large enhancements and projects;
7) Conducting design reviews for smaller enhancements and large fixes;
8) Participating as a member of the Enterprise Architecture Board;
9)Developing programming and development standards, procedures, and best practices as well as program architectures for Applications Development teams and code reuse;
10) Provide IT support for Reemployment Assistance business processes areas such
as Appeals, Adjudication, Collections, and also provide support for our State Information Data Exchange System (SIDES).11) Troubleshooting and supporting applications hosted in Microsoft Azure cloud;
12)Determining specifications, then planning, designing, and developing solutions, utilizing appropriate software engineering processes in concert with a project team;
13)Understanding and consistently applying the attributes and processes of current application development methodologies;
14) Researching and maintaining knowledge in emerging technologies and their possible application to DEO; and
15) Performing other duties as required by DEO.
