DESCRIPTION OF SERVICES: (Required)
The Department of Information Resources (DIR) requires the services of one (1) Business Analyst hereafter referred to as Worker, who meets the general qualification of Business Analyst 3 in Emerging Technology and the specifications outlined in this document for Texas Health and Human Services (HHS) System.
The Business Analyst is an Information Technology (IT) position and will provide business analyst skills for the implementation of enhancements to the Childcare Licensing Automation Support System (CLASS) resulting from the Foster Care litigation suit. The court ordered changes include enhancements to allow for heightened monitoring and security role changes. This position will define the project requirements by establishing themes, epics, user stories and features that make up the product back log. This position will assist with writing and executing test scripts. If applicable, the enhancements to the system will be coordinated to coincide with implementation of CCL "Rule" changes. The project is expected to last throughout fiscal year 2021 and into fiscal year 2022.
The workers responsibilities and skills must include:
· Gathering business, functional and non-function requirements.
· Defining product themes, epics, user stories and product features
· Facilitating prioritization sessions for the product backlog.
· Facilitating sprint planning sessions to establish a sprint backlog.
· Documenting requirements and system design using approved agency formats.
· Being a creative thinker to solve application issues.
· Mediating business units that may have conflicting requirements.
· Assisting in the translation of business requirements into detailed technical specifications
· Facilitating and documenting AS-IS and TO-BE process flow
· Writing test cases and scripts to validate code is working as documented.
