Years Skills/Experience
8 Business analysis experience on software development projects.
8 Strong collaborative, analytical, written/verbal communication (specifically technical writing) skills and well versed with MS Office suite of products and prototyping/screen mock-up tools such as Visio, SnagIt, or Adobe Illustrator, or Axure.
8 Hands-on requirements elicitation and analysis, client management and technical documentation experience, including use cases, prototyping, and data modeling.
8 Facilitating interactive sessions with business and cross functional teams.
8 Facilitating analysis of functional requirements and design of technology specifications, working with business/functional personnel, capturing requirements by interactive sessions with clients.
8 Developing/maintaining an understanding of key business drivers/impacts, assisting clients with identifying and solving business challenges.
8 Defining functional design and systems specifications; preparing/reviewing/delivering completed packages.
8 Participating and providing guidance to Business and Functional Units in developing and completing user acceptance testing, training, and implementation-related activities.

4+ Familiarity with mainframe environments, Core Java / J2EE development environment, and relational databases.
– Experience in Oil and Gas industry as well as general compliance and enforcement related projects as business analyst.
– Bachelor’s Degree or equivalent.
DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of up to four Business Analysts, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Business Analyst 3 Category, Legacy Technology Type and the specifications outlined in this document for the Railroad Commission of Texas (RRC).
• Work closely and interactively with the business areas as primary point of contact for one or more projects.
• Develop/maintain understanding of key business drivers/impacts, assisting clients with identifying and solving business challenges.
• Facilitate analysis of functional requirements and design of technology specifications, working with business/functional personnel, capturing requirements by interactive sessions with clients.
• Define functional design and systems specifications; prepare/review/deliver completed packages.
• Participate and provide guidance to Business and Functional Units in developing and completing user acceptance testing, training, and implementation-related activities.
• Work closely with Project Manager, providing input into project planning, scheduling, and budgeting.
• Provide direction, indirect supervision to team members during development cycle of projects.
• Responsible for managing team deliverables during requirements gathering and design activities.
