Minimum Requirements:
Years Skills/Experience
4Working with business area staff in identifying, defining, documenting and implementing a Service Oriented Architecture application environment which satisfies the business needs and requirements of the agency
4Participate in customer definition and design meetings to gather requirements and functional specifications
4Coordinate creation, documentation, and adherence to technical standards of architecture, design and implementation specification documents
4Mentoring technical staff; must have strong communication skills to interact with staff, users and management, as well as having the ability to be a technical driving force within the development group
4Must have strong organizational, planning and documentation skills; this position will need to possess an in-depth understanding of technical design and be capable of serving as a technical architect/consultant
4Experience coordinating with vendors and internal staff to establish processes in a leadership or management role
4Management and coordination of multiple application development teams to establish and document time windows for sharing infrastructure resources (e.g. Oracle, WebSphere, batch processing, Mainframe M204, etc.)
4Creating and implementing a web-based application architecture utilizing the WebSphere product suite, Oracle databases in a clustered environment, and custom developed applications
4Experience modeling business processes utilizing technology solutions
2Experience with managing successful implementation of applications within a J2EE-based service-oriented architecture
2Experience in coordinating with technical staff to perform capacity planning for the infrastructure for multiple systems from an application performance standpoint
2Creating, implementing and supporting Web Services utilized by internal as well as external entities
Preferences:
Years Skills/Experience
Bachelor degree from an accredited four-year college or university with major course work in computer science, computer information systems, or management information systems is generally preferred.
PMP or PMI-ACP preferred.

A staff augmentation contractor at the level of Proect Lead I – Emerging (PL) is necessary to assist the project manager with oversight of project progress, creating documentation, ensuring milestones of the project management lifecycle are met, coordinating meetings and completing assigned project tasks. PL is needed to assist in the implementation of modifications to several systems (ID-CARE, SAS, CSIL, NTK and LTC Provider) and web services to support changes to the Texas Medicaid Management Information System (TMMIS) for Homes and Community-Based Services (HCS) and Texas Home Living (TxHmL) Waiver Programs related to assessment forms and claims in preparation for their managed care migration. Project lead will coordinate with technical staff and other project teams.
