Business Analyst (CBAP/CCBA) with QA/UAT, training and Agile/LEAN experience

Location: Olympia WA (Department of Agriculture WSDA)
Duration: 2-3 years

Business Analyst – Minimum Criteria for a senior-level BA (qualifications):
•Experience with organizations the size of WSDA
•5 (five) years of information technology experience such as consulting, analyzing, designing, managing projects, or providing customers with technical support and consultation
•3 (three) years of direct experience in performing business analysis functions including: elicitation, tracking and documentation of business requirements, user centered design, development of design documents, use cases, user acceptance testing, and training materials and provide training to customers. Act as a liaison between business and technical staff. Performing critical analysis of complex systems and business processes, functions, inputs and outputs and visually documenting those processes
•Effective oral communication skills, effective presentation skills, ability to conduct effective interviews, applies effective listening skills, ability to resolve issues, effective written material, logical organization, concise and readable
•Experience with the Agile approach to software development

Desirable BA Qualifications:
-Certified Business Analyst Professional (CBAP) certification
-Certification of Competency in Business Analysis (CCBA) certification

Work Requirements (Business Analyst)
The Business Analyst will gather and define business/system requirements working with the division’s SMEs. The Business Analyst will examine the current FRED system to gather requirements the business unit wants to include in the new system, along with new requriments used to replace the FRED system.

Roles and Responsibilities of BA for this project:
1.Identify and understand customer business goals and objectives
2.Conduct workgroup sessions with business unit SMEs and managers to document current and future business and information process flows as the basis for new development, or major enhancements incorporating all inputs and outputs to the system
3.BA will collaborate and work with the following groups when gathering needed system requirements:
•Food Safety Program
•Produce Safety Program
•WSDA Software Developer
4.Use a LEAN process improvement methodology for the development of the “Future” business process flow diagram
5.Gather system requirements knowing the software will be developed using an Agile approach
6.Conduct workgroup sessions with business unit SMEs to gather and define business process and system process
7.Engage the SMEs in analyzing and evaluating issues, options, and service needs in order to develop a clear picture of needs and best options from the customer’s perspective
8.Identify requirements from current FRED system that the SMEs like and would want incorporated in the new system
9.Clearly see the “bottom line” of customer’s expectations and ensure that work products meet that bottom line

BA Deliverables for this project (will be delivered as Task Orders):
-Business process workflow diagram for the “Current” FRED process/system
-Business process workflow diagram for the “Future” FRED system replacement (which reflects a LEAN process improvement methodology)
-Business/system requirements for the new system
