Location: Olympia WA (Washington State Administrative Office of the Courts)
Duration: 21 months

As a result of current COVID-19 restrictions, the Contractor is expected to complete the majority of work assignments remotely, with telephonic meetings and video conferences.

Key responsibilities for .Net and web development include the following:
a. Development of database model, database structure and the corresponding Web services
(1) Authoring maintainable, well commented, source code.
(2) Following best practices for writing testable source code. (3) Utilizing automated testing.
(4) Implementing requirements and features from design documentation or other requirements gathering processes.
(5) Created automated unit test as part of code development.

b. Development of service enabled Interfaces and Applications by: (1) Authoring maintainable, well commented, source code. (2) Following best practices for writing testable source code. (3) Utilizing automated testing.
(4) Implementing requirements and features from design documentation or other requirements gathering processes.
(5) Created automated unit test as part of code development.

c. Development of Web Applications by:
(1) Authoring maintainable, well commented, source code. (2) Following best practices for writing testable source code.
(3) Utilizing automated testing.
(4) Implementing requirements and features from design documentation or other requirements gathering processes.
(5) Created automated unit test as part of code development.

d. Utilization of Source Control Repositories including, but not limited to, the following: (1) Create Repos following AOC Enterprise Data Repository (EDR) naming
conventions.
(2) Following established source control branching and merging strategies. (3) Recommending improvements to source control strategies.
(4) Utilize Git version control system.

e. Development of build pipelines utilizing Azure devOps:
(1) Configure source code Repos for build using Azure Pipelines. (2) Troubleshoot build errors and fix issues.
(3) Perform support for Configuration management.

f. Utilization of Automated Deployment tools and processes including:
(1) Initiating builds and deployment through a continuous integration pipeline. (2) Understanding and authoring deployment documentation.
(3) Configure deployment variables for all applications that interact with the
Enterprise Data Repository (EDR) database.
(4) Troubleshoot deployment errors and fix issues.
(5) Offering recommendations for deployment pipeline improvements.

g. Collaborate and complete work in an agile team environment by:
(1) Frequently communicating progress and impediments of assigned work. (2) Identifying dependencies internal and external to the project team.
(3) Routinely reporting completed, delayed or newly identified work.
(4) Contributing to work definition, estimation and planning.
(5) Reviewing, assessing and offering recommendations to improve team performance.
(6) Identifying technologies, frameworks or processes that can might improve team performance and product quality.

h. Following and improving Security protocols by:
(1) Adhering to agency policies for documenting and justifying elevation of privileges or non-secured communications.
(2) Documenting communication between applications, services & resources.
(3) Actively identifying, and making known, security risks or vulnerabilities. i. Providing documentation as requested by the assigned EDR IT Supervisor.
j. Coordinating with the Enterprise Data Services Teams, other cross teams, and agency staff.

The Contracted Senior-level .Net and Web Application Developer will be assigned to support the development and operational needs of other INH program initiatives as need arises. As the contracted .Net and Web Application developer and will be assigned to different INH EDR related tasks, the overall objectives, key responsibilities and scope of work for this augmented staff will remain consistent.
Assignments will be to augment the current INH EDR support and maintenance team to fulfill the goals and objectives of the INH EDR program and the mission of the AOC to provide modern automated solutions for the Washington State judiciary. Under the direction of the assigned EDR IT Supervisor, the Contractor will augment team resources in the development, testing and deployment of service solutions under the guidance of the EDR IT Supervisor and in cooperation with the EDR program team.

Deliverables
Software Development
a) Compiled, C#, Javascript, Service Stack and HTML Source-Code Solutions
Solutions will include, but not limited to, the following:
• Technical designs and documentation.
• Well-commented source code.
• Compiled source code objects.
• Tested and deployed.
• Defect resolution.
b) Deployment Documentation
Deployment documentation will include, but not limited to, the following:
• Details sufficient to deploy developed solutions into various environments (e.g., testing, staging, production, etc.).
• Description of key configuration details required to support the solutions developed.
• Articulate the options available to staff in their deployment along with recommendations where applicable.
c) Weekly Summary Reports
Weekly Summaries will include, but not limited to, the following:
• Summary of defects and issues reported/resolved that week.
• List of team resources consulted.
• Development progress to date.
• Areas that require further research.
• Issues encountered that are likely to stop progress.
• Recommendations to address issues identified.
