Description

VDOT is looking for a negotiator for the professional services procurement program to conduct staff placement of personnel into working titles and job classifications and to analyze and negotiate wage rates on professional services engineering contracts using Excel. The individual(s) selected will also assist in developing, implementing and monitoring policies, procedures, guidance and practices for procurement of engineering professional services.

Key Responsibilities:
• Development knowledge base for Power BI, various analysis tools, contract / negotiation management resources, etc.
• Support the negotiation process by analyzing data for hourly rates and evaluating workforce salary data. Provide assistance with evaluation / analysis of salary, compare / assist with staff placement, prepare negotiation documentation, etc.
• Provide fair and consistent method for evaluation of rates, negotiation process, and staff placement in labor classes.
• Utilizes Microsoft Excel to perform staff placement and rate negotiations and to analyze data.
• Identify and develop innovative solutions to address procurement challenges to assist in driving PSPO business.
• Partner with procurement officers to get work done and accomplish division procurement schedule goals and work cooperatively with others across the organization to achieve shared goals
• Communicate on-on-one, in small or large groups, among diverse styles and positions at all level and provide timely and helpful information to others across the organization
• Gain insight into stakeholder needs and identify opportunities that benefit the stakeholder while maintaining effective stakeholder relationships
• Develop methods to provide consistency in analysis.
• Plan, coordinate and prioritize multiple assignments with scheduled timeframes.
• Interpret data for the purpose of determining past financial performance and, or project future financial estimates
