The Office of State Human Resources (OSHR) is seeking two candidates who will establish an HR Metrics system and document the process that can provide a mechanism for tracking COVID-19 impact on state agencies and universities. The rapid development of such a metric system will enable the State to track critical trends in the State’s workforce and provide reporting that often requires quick turnaround times to respond to the impact of the pandemic on our employees and operations.

Working with OSHR data analysts and business stakeholders, the candidate(s) will perform the following duties:
• identify the most relevant HR metrics and appropriate benchmarks that align with national metrics being tracked so that we can monitor the state’s progress
• establish guidance for agencies on their statistics
• link specific issues to agencies and help them respond
• identify trends in the COVID-19 data so that agencies can proactively address (avoid) potential future impacts
• work with other data analysts to ensure the appropriate reports and dashboards are produced
• utilize tools to produce dashboards and trend lines (Excel, Power BI, Tableau)

The data sources OSHR currently utilizes for HR data analytics are as follows:
• NeoGov – Recruitment/Applicant Tracking,
• SAP – HR-Payroll on-premise solution – Organization Management, Personnel Administration Time and Leave, Benefits, Payroll, and Business Objects (BOBJ) for BI reporting
• SmartSheet data collected from agencies
• Cornerstone on Demand – Learning Management and Performance Management
• PowerSchool/PeopleAdmin – Position Description Management
• US Census data
• Labor Market data

Required Skills
• 3 years – Ability to translate business requirements into technical solutions
