Minimum Requirements:
8 Required Experience with general IT SDLC processes.
5 Required Skilled in extracting business, functional and non-functional requirements from business units and IT staff.
5 Required Skilled in working on agile projects utilizing scrum
5 Required Skilled in test case planning and quality assurance reviews of test scripts.
5 Required Skilled in documenting AS-IS and TO-BE process flows.
5 Required Skilled in educating business unit staff on agile and scrum terminology and processes.
5 Required Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff.
5 Required Skilled in mediating business units with conflicting and competing business requirements
5 Required Skilled in facilitating large group meetings with internal and external resources.
4 Required Experience in writing data base queries and reports to analyze/verify the integrity of an application.
2 Required Experienced in establishing a sprint backlog
2 Required Experience in documenting Requirements, Design and Testing.
2 Preferred Skilled in the use of Jira for tracking agile projects.
1 Preferred Experience with Health and Human services
1 Preferred Experience with regulatory systems
1 Preferred Experience with child care licensure
1 Preferred Familiarity with JAVA code and working with Developers to analyze functionality.
1 Preferred Experience creating training material.

DESCRIPTION OF SERVICES: (Required)
The Department of Information Resources (DIR) requires the services of one (1) Business Analyst hereafter referred to as Worker, who meets the general qualification of Business Analyst 3 in Emerging Technology and the specifications outlined in this document for Texas Health and Human Services (HHS) System.
The Business Analyst is an Information Technology (IT) position and will provide business analyst skills for the implementation of enhancements to the Childcare Licensing Automation Support System (CLASS) resulting from the Foster Care litigation suit. The court ordered changes include enhancements to allow for heightened monitoring and security role changes. This position will define the project requirements by establishing themes, epics, user stories and features that make up the product back log. This position will assist with writing and executing test scripts. If applicable, the enhancements to the system will be coordinated to coincide with implementation of CCL "Rule" changes. The project is expected to last throughout fiscal year 2021 and into fiscal year 2022.

The workers responsibilities and skills must include:
· Gathering business, functional and non-function requirements.
· Defining product themes, epics, user stories and product features
· Facilitating prioritization sessions for the product backlog.
· Facilitating sprint planning sessions to establish a sprint backlog.
· Documenting requirements and system design using approved agency formats.
· Being a creative thinker to solve application issues.
· Mediating business units that may have conflicting requirements.
· Assisting in the translation of business requirements into detailed technical specifications
· Facilitating and documenting AS-IS and TO-BE process flow
· Writing test cases and scripts to validate code is working as documented.
· Other duties as assigned
