VB.Net Developer with ASP.Net, TFS, workflow, SignaIR, Report Viewer, SQL Server, T-SQL and data conversion/migration experience

Location: 4025 Esplanade way, Tallahassee FL (Florida Department of Health)
Duration: 12 months

CONTRACTOR QUALIFICATIONS:
5.1. Contractor’s staff assigned to this agreement must possess, at minimum, the following qualifications:
5.1.1. Project Management Experience
5.1.1.1. Five years demonstrated experience with facilitating and developing applications from use cases, process documents, and work flow diagrams.
5.1.1.2. Five years of experience working with end-users and subject matter experts to document existing processes and identify appropriate changes to existing processes.
5.1.1.3. Five years of experience translating documented processes into program code.
5.1.1.4. Five years of experience in development and maintaining documents that reflect historical changes to designs, code, and data structures.
5.1.1.5. Three years of experience with Team Foundation server or similar change management system.
5.1.1.6. Three years of experience with Crystal Reports.
5.1.2. MS .Net Experience
5.1.2.1. Three years demonstrated experience in VB.Net development acquired during the last 8 years.
5.1.2.2. Three years demonstrated experience and in ASP.Net development acquired during the last 8 years.
5.1.2.3. Three years of demonstrated experience in analyzing and developing work flow routines acquired during the last 5 years.
5.1.2.4. Three years of demonstrated experience with facilitating, developing, and publishing applications as web sites and as desktop applications acquired during the last 6 years.
5.1.2.5. Six years of experience with the Visual Studio development platforms, Visual Studio 15, SignaIR, and Report Viewer is preferred.
5.1.3. MS Related Experience
5.1.3.1. Five years demonstrated experience in MS SQL development (Oracle experience can be substituted) acquired in the last 10 years.
5.1.3.2. Four years demonstrated experience using T-SQL and troubleshooting data tables, stored procedures, constraints and trigger acquired in the last 8 years.
5.1.3.3. Three years demonstrated experience in database analysis and design acquired in the last 6 years.
5.1.3.4. Two years demonstrated experience with data conversions and migrations acquired in the last 5 years.
5.1.3.5. Five years demonstrated experience with scripting table creation, altering tables and converting data.

6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS:
6.1.1. Contractor will perform the following tasks in the time and manner specified:
6.1.1.1. Develop code from the data needed to improve and extend the current functionality of FL-CORS processes as directed by the Department.
6.1.1.2. Develop code/application from the requirements and data needed to produce
integration processes that share data between applications as directed by the
Department.
6.1.1.3. Develop code/application from the requirements and data needed to produce email alerting functionality as directed by the Department.
6.1.1.4. Develop code/application from the requirements and data needed to extend role based security to new processes as directed by the Department.
6.1.1.5. Develop code/application from the requirements and data needed to improve and extend the current functionality of the Online Complaint Form as directed
by the Department.
6.1.1.6. Enhance and improve current functionality of reports within FL-CORS. coordinator. The metrics will be recorded in an excel spreadsheet and emailed as directed by the Department.
6.1.1.7. Develop open source code with tags to allow use of FL-CORs code by other entities
as directed by the Department.
6.1.1.8. Contractor will complete the tasks for the online complaint form enhancement and incorporation into FL-CORS as directed by the Department.
6.1.1.9. Contractor will refactor code (pages or method) assigned to him or her by the project manager and complete the task by the resolution date specified on the change request as directed by the Department.
6.1.1.10. Contractor will complete the creation of reports as specified in the enhancement request tickets no later than the request resolution date on each ticket as directed by the Department.
6.1.1.11. Contractor will plan, participate and document test scripts for each new functionality, page and report developed by the Contractor during the contract period as directed by the Department.
6.1.1.12. Contractor will participate as a member of the testing and QA teams at the end
of each iteration and assure all components on his or her assigned task list have been thoroughly tested and documented by the “end testing “date for that iteration as directed by the Department.
6.1.1.13. Contractor will provide documentation for each report created or modified that includes a detailed description of the data object in use, definitions of all calculations completed by the report, and the use and impact of parameters for the report as directed by the Department.
6.1.1.14. Contractor will attend all staff meetings or development sessions scheduled during the contract period and provide an electronic copy of notes from these meetings when identified as required by the project manager as directed by the Department.
6.1.1.15. Testing Components
6.1.1.16. Work with FL-CORS and coordinate enhancements/bug fixes as directed by the
Department.
6.1.1.17. Ensure desk top touch screen feature requirements are completed as defined in the requirements as directed by the Department.
6.1.1.18. Test data transfers between FL-CORS and internet pages using web services for
accuracy, security, and efficiency as directed by the Department.
6.1.1.19. Perform User Acceptance Testing (UAT) on the systems and identify all potential issues as directed by the Department.
6.1.1.20. Perform time and regression tests on data transfers between FL-CORS and other support applications as directed by the Department.
6.1.1.21. Test data clean-up, migration, and merge routines as directed by the
Department.
6.1.1.22. Project Management Components
6.1.1.23. Ensure FL-CORS codes are appropriate as directed by the Department.
6.1.1.24. Attend status meetings as directed by the Department.
6.1.1.25. Prepare meetings summaries and notes when requested as directed by the
Department.
6.1.1.26. Create descriptive and instructional documentation of library code and control objects developed as directed by the Department.
6.1.1.27. Submit a timesheet which demonstrates hours worked by task for each biweekly period of the contract. All timesheets must be confirmed and approved by the Department’s Contract Manager prior to payment.
6.1.1.28. The Contractor, its employees, subcontractors, and agents must comply at all times
with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentially document attached to the purchase order.
