Minimum Requirements:
Years Skills/Experience
8 Experience successfully managing large system/software development projects costing $1M or more
8 Experience managing projects, implementing vendor solutions, and ensuring deliverables are acceptable and fulfill the terms of the project contract or specifications
8 Experience managing stakeholders with competing requirements
8 Experience producing documents for executive management and oversight agencies
8 Experience managing many program area and staff augmentation resources
2 Experience managing projects in a State of Texas or Federal Agency

Years Skills/Experience
8 Experience managing in-flight projects
8 Excellent verbal and written communication skills
8 Experience managing major information resources projects (costing more than $1M). Skilled at using the Department of Information Resources (DIR) Texas Project Delivery Framework to successfully deliver solution(s) to customers on time, within budget, and with minimal defects
2 Experience working on or with registrar systems
1 Knowledge of Texas Administrative Code relating to registrar systems
8 Experience using MS Project
8 Experience using Earned Value (EVM) and standard project KPI’s
8 Experience developing and managing Work Break Down Structures (WBS)
4 Experience with SW Development Methodologies
4 Experience with large scale technology HW deployments
4 Experience with SW and HW testing methods, tools, and tracking
8 Experience with Change Management practices and methods
8 Experience managing and facilitating organizational change
8 Experience managing and mitigating risks

The purpose of the Texas Electronic Vital Events Registrar (TxEVER) Project is to implement a comprehensive vital events registration system. The project’s start date was 09/09/2015 with the estimated finish date of 07/18/2019. A Project Manager is required to manage this in-flight project. Project Manager must work closely with the program area, vendor and Health and Human Services Information Technology executive management. Project manager must control scope, cost and duration of the project as it is currently estimated
