Proposal for Written Procedures for Claims Assistant & Claims Assistant Finance
– Update and reorganize existing procedure manuals
– Detailed written procedures need to be documented for the NYS Office of Victim Services Claims Assistant and Investigations. This program was designed solely for the Office of Victim Services.

DETAILED PROJECT SCOPE
The goal of this project is to update and reorganize the existing procedure manuals into clear, logical sections that incorporate the business rules and policies along with the correct usage of Claims Assistant and CAFinance applications. Screen shots should also be incorporated. The procedure manuals will aid in the training of new staff and be a reference for existing staff when processing claims.An analyst will be required to document the procedures for the following areas:
– Claim Processing Unit – data entry of claims; printing and mailing of decisions; bulk processing of letters; processing of VSP claims; FRE procedures; reopen procedures
– Investigation of claims – processes followed by Crime Victim Specialists 1, Crime Victim Specialist 2, Crime Victim Specialist 3 including all aspects of investigating claims; livery driver rules, usage of decision clauses; approval processes; rendering of decisions; emergency awards
– All expense types
– Additional Medical Unit – all medical payments made subsequent to an awarded decision; how and when to reference the eMedNY Medicaid system; how and when to reference the NYS Workers’ Comp system
– Finance Unit – batch processes for running letters, creating vouchers, how to enter providers, enter providers into SFS
– Legal Unit

PROJECT DELIVERABLES NARRATIVE
The overall goal is to review the current procedure manuals used for the automated ClaimsAssistant claims processing system and reorganize and update as needed to keep these
clear and concise for users. The manuals began as a “how to” for using the new computer system. Over time, we have incorporated the business rules for working on compensation claims into the same manuals. Ideally, workers should be able to reference just one area for all the information needed to process a claim. Stages would include:
– training on the system and background information on OVS processes,
– review of the current manuals,
– Identify sections incomplete or those needing additional information,
– proposal for the new manual(s) structure,
– systematic completion of sections,
– review and corrections,
– implementation and demonstration for OVS staff to keep them updated in the future
