Project Manager with vendor management, training, certification and TX procurement experience

Minimum Requirements:
Years Skills/Experience
5 Experience managing projects, including the use of tools to track and report schedule, resources and status
3 Experience developing competitive solicitations, preferably for information technology services
3 Experience planning, organizing and directing the work of others
Education Graduation from a standard senior high school or equivalent

3 State of Texas procurement project experience (IT projects greater than $1M)
JOB SUMMARY
The Worker will serve as Procurement Lead and/or Project Manager for large scope IT services procurements, including the Data Center Services procurement, using prescribed processes to initiate, plan, execute, monitor, and control the procurement project. Selection of a Worker for this role may preclude a Vendor from receiving an award for any procurement assigned to the Worker. The selected candidate(s) will work under the direction of Department of Information Resources’ Chief Procurement Office management.
ESSENTIAL FUNCTIONS
• Coordinating the development of solicitation documents;
• Reviewing and approving of internal procurement deliverables;
• Coordinating project communications including scheduling and conducting meetings;
• Developing and managing the procurement schedule and resources;
• Providing project status;
• Supervising and collaborating with other Vendors involved in the procurement process;
• Overseeing the procurement process which includes tasks such as requirements gathering; developing and refining the statement of work and evaluation criteria; evaluating vendor responses; coordinating and participating in vendor discussions/negotiations; and conducting a Request for Revised Offer (RFRO));
• Awarding the contract.
KNOWLEDGE, SKILLS AND ABILITIES
• Ability to clearly and concisely communicate both verbally and in writing;
• Ability to work independently and as part of a large team;
• Ability to work a flexible schedule to meet required deadlines;
• Current knowledge of Texas procurement laws, regulations, rules, policies, and procedures;
• Knowledge of the Department of Information Resources, including knowledge of DIR procurement processes and procedures;
• Understanding of the DCS contract and environment;
• Project Management experience, training, and/or certification;
• Contract Management experience, training, and/or certification; and
• Purchasing and procurement experience, training, and/or certification.
