Project Background
The OA-IT General Government Delivery Center is looking for a senior project manager to manage a large custom application development project. The project manager should have experience:
• Managing a team of multiple technical resources across functional areas
• Working with multiple agencies to develop system integrations to the new system
• Implementing a public facing application for constituents
• Re-engineering business processes to transition from paper-based to electronic processes
• Communicating with executives and diverse stakeholder groups

The project will commence in July 2020 and is expected to take 12-14 months.
The project manager must have CJIS certification, or be willing to obtain upon project start.

Project Manager Role & Duties
The Project Manager shall have a minimum of 7 years project management experience, including 5 years managing projects of similar size and scope. PMI PMP certification is desired but experience or other recognized Project Management certification that establish similar qualifications may be substituted.
Manages a large and complex IT project through all phases of the project lifecycle (pre-initiation, initiation, planning, execution, control, and closing). The manager will be fully accountable to oversee the design, development and implementation of the new software solution.
Serves as the primary point of contact for the project, including all project-related issues and their resolution.
Manages project stakeholders (e.g. project team, executive leadership, vendors, etc.) expectations and communications to ensure all affected parties have the information they require and have a clear understanding of the project, status, and expected outcomes.
Builds and establishes positive, highly collaborative, cooperative, and effective relationships with stakeholders, commonwealth agency business, technical staff and contractors, and co-workers.
Communications are to be clear, accurate and timely, and contribute to accomplishing shared goals and objectives.
Leads assigned project team members to ensure the successful completion of assigned work tasks.
Schedule and direct work with team members, balancing workload with project members’ capacity and allotment. Clarifies for team members how their work assignments relate to and help achieve project objectives.

Prepares project artifacts by coordinating with Stakeholders and technical personnel to facilitate successful implementation, including but not limited to:
* Project Charter
* System Requirements Document
* Project Scope
* Communications Plan
* Roles and responsibilities, including those involved with Governance processes
* Project Plan
* Schedule
* Test Plan and Test Cases
* Training Plan and training materials
* Implementation Plan
* System documentation
* Risks and Issues, along with Mitigation Plans for both, and executes contingency actions
* Stakeholder acceptance documentation
* Transition to Operations documentation
* Project Closeout
* Lessons Learned

Identifies and manages project risks and issues; develops risk mitigation strategies; directs risk-impact assessments and invoking change control process as required to effectively deal with issues and make recommendations to ensure that the project stays on course and achieves the expected outcomes.
Follows change management policy and ensures that changes to project estimates are documented and agreed to by the client.
Manages and tracks project progress against the project plan to ensure project is on schedule and taking corrective action if it is behind schedule. Ensures changes to project estimates are documented and agreed to by the client.
Keeps all stakeholders informed on projects and providing regular reports to executive leadership as to the status of assigned project initiatives.
Develops a project budget to present to the stakeholders for approval. Tracks costs against the projected spending plan.
