This request is issued from the Office of Children, Youth and Families (OCYF) within Commonwealth of Pennsylvania’s Department of Human Services (DHS).

In 2017, DHS received federal approval for its child welfare information system to qualify for federal funding under the new Comprehensive Child Welfare Information System (CCWIS) requirements. DHS implemented Phase 1 of the Pennsylvania Child Welfare Information Solution (CWIS) in December 2014 and is in the requirements phase of Phase 2. The CCWIS funding designation requires DHS to develop and implement a comprehensive data quality plan that:

• Ensures complete, timely, accurate, and consistent data that is maintained and exchanged in accordance with confidentiality laws & requirements; validated to ensure that it supports child welfare policies, goals & practices; and not created by default.

• Supports data quality with CCWIS automation that monitors data quality; provides data quality alerts; prompts child welfare contributing agencies for needed data; does not require duplicate data entry; and reports data quality problems.
• Annually review data quality to confirm required data is collected; data meets quality standards; CCWIS supports data quality; and data exchanges work as required and are standardized.

The Office of Children, Youth and Families, Systems and Data Management Section will oversee the work assignment.

OBJECTIVES OF ENGAGEMENT
The contractor’s primary responsibilities will be to manage and perform work directly related to the CCWIS data quality requirements. Work performed will be under the direction of the OCYF, Systems and Data Mgmt. Director and the contractor may be responsible for overseeing or reviewing work performed by other section staff. This position requires the ability to work independently and initiate input from other staff on the CWIS project team.

TASKS TO BE PERFORMED
Specific tasks for the contractor from March 1, 2018 to June 30, 2018 are:

1. Development of a comprehensive data quality plan and associated processes and standards
2. Development of a comprehensive CWIS data elements glossary including the definition and purpose for all CWIS data
3. Reviewing Data Security Standards and updating as needed
4. Reviewing Records Retention Policies and updating as needed
5. Recommend any technology improvements that would enforce better quality data going forward

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS

• 5+ years’ experience in developing or managing data quality process and standards.
• Contractor must have excellent written and verbal communication skills.
• Contractor must demonstrate good interpersonal skills and the ability to work with diverse user groups.
• Contractor must be fluent in English and be able to be clearly understood over the phone.
• Knowledge of data quality processes, principles, practices, and techniques.
• Ability to analyze and interpret written and numerical information.
• Ability to establish and maintain effective working relationships.
• Highly desirable – knowledge and experience with child welfare data and/or systems.
