Minimum Criteria for PM (qualifications):
• Experience with organizations the size of WSDA
• Six (6+) years of business experience successfully managing and directing complex information management acquisition, analysis, and project management activities through a staff of multidisciplinary professionals (staff and consultants), using a formal project management life cycle and software development methodology (SDLC)
• Certified Project Management Professional (PMP)
• Knowledge of project management principles, practices, techniques, and tools
• Experience in dealing with clients at all levels of the organization
• Leading cross-functional/cross-departmental teams
• Effective oral communication skills, effective presentation skills, ability to conduct effective interviews, applies effective listening skills, ability to resolve issues, effective written material, logical organization, concise and readable

2.4 Scope of Work
Project Steps:
1. Project Manager selected through this RFQQ process
2. PM develops a project plan for the entire FRED re-design project
3. PM begins project plan by discussing activities/tasks the assigned BA is already working on (develop business process workflows, requirements gathering, etc.)
4. Add any additional activities/tasks the BA will need to perform to the project plan
5. PM continues to create complete project plan (containing WBS)
6. PM and BA working on parallel tracks (BA requirements gathering, PM developing project plan and ensuring BA is on time with activities/tasks)
7. BA completes identified activities/tasks (business process flows, requirements, etc.)
8. PM then takes the requirements identified by the BA and begins the Agile software development process working with the BA and Software Developers to build the “enhanced” FRED solution (taking the project from cradle to grave)
2.5 Work Requirements (Project Manager)
The Project Manager will initiate the project by developing a project plan. The plan will include tasks/activities the BA and Software Developers will perform, along with the associated timeframes.

Roles and Responsibilities of PM for this engagement:
1. Develop a project workplan with identified deliverables (see PM Deliverables section)
2. Identify and understand customer business goals and objectives
3. Provide the definition, planning, scheduling, execution and successful completion of the assigned project
4. Use appropriate methodologies to create work breakdown structures and to define all project phases, activities, tasks and deliverables
5. Ensure requirements, functionality and resource allocations meet project deliverables as identified in the scope of the project
6. Manage/schedules tasks, deadlines and milestones for all stakeholders and resources
7. Identify and manage overall project dependencies and ensure project deliverables stay on-time, on-target and on-budget
8. Define project success criteria and disseminates to all involved parties throughout the project life cycle
9. Oversee the design, development and implementation phases of the project, coordinating with the customers, vendors, and other relevant areas of IT
10. Monitor, communicate, and report project process against project plan, requirements, budget, quality measures, and business results expected
11. Make presentations to program teams, stakeholder meetings and Executive Staff within the division on the project status
12. Provide monthly project status reports for program and executive stakeholder meetings
13. Maintain ongoing communication with customer(s)/stakeholders during the course of the project to ensure that they are up to date on project process
14. Develop Communication Strategy:
a. Develop a plan that includes who needs the information, what information needs to be conveyed, and how often it is needed
b. Organize information in a way that can be easily understood, interpreted, and acted upon.
c. Develops effective methods of displaying the information. Prepares written reports that are well organized, clear, and contain the right information to convey important findings
15. Manage vendors in the context of the project
16. Establish and maintain positive working relationships with clients, project team members and IT
17. Define, manage and meet client, management and project team expectations
18. Promote project stakeholder satisfaction by addressing issues in a timely manner
19. Ensure users and managers understand their responsibilities during various project phases (i.e., requirements, design, testing, training); able to ensure that participation is appropriate, in terms of both time and skill levels, by users and management
20. Facilitate and manage project management issues such as: issues management, change management, change control, configuration management, risk management, cost and schedule variances, etc.
21. Facilitate testing activities, including test case identification, preparation, and execution
22. Facilitate training activities, including training material review, creation of training schedule, and ensuring staff are adequately trained in preparation for implementation
23. Facilitate application data activities, including data conversion, data bridging and any preparatory data cleansing effort
24. Generates project enthusiasm among team members and stakeholders
