.Net/MS Access Developer with Citrix, ODBC, SQL, SQL Server, IIS, web services and messaging experience

Duration: 18 months

1) Mandatory Qualifications and Experience:

• Design, development, and testing phases through to production implementation of code and/or applications required for single and multiple tier business applications/systems in distributed multi-user environments using software development lifecycles. (Resources needed: application development, systems analysis, security analysis, system administration, technical architecture.).
• Diverse environments including but not limited to Windows server operating system, Windows client, CITRIX-hosted client server, various internet browsers.
• Wide range of interface and communication protocols including Open Database Connectivity (ODBC).
• Full understanding and working knowledge of various query and scripting languages.
• Experience implementing relational databases (MS SQL, MS-ACCESS or other database engines.)
• Integrated development environments and tool sets (Microsoft, J2EE, etc.)
• Experience in developing technologies such as .NET, JAVA, IIS, WebServices, messaging, and middleware.
• Experience in a wide range of specific database applications.

Other details:
DOH will provide a copy of the Access database covered by this contract. DOH will not provide computers, servers, or software, such as MS Access, required to do the project work for this contract.
• The application is currently hosted on a DOH MS SQL 2012 Server in Tumwater.
• The server access is restricted by active directory credentials.
• The DOH will ensure security patches and regular maintenance will be performed on the server running the application.

1.2 Purpose
DOH intends to hire a consultant to support the process of replacing the Rad Air MS Access Application. The Rad Air (Radiation Air Emissions) application was developed in-house and has been in place since May 2000 and currently operates with MS Access 2013. The Department of Health does not support MS Access applications as a standard. While we are in the process of replacing the Rad Air MS Access application it remains essential to the business functions of the program and continued support is necessary until a new solution is in place. Ongoing support of the Rad Air will include modification or creation of reports as a result of program need, federal requirement changes or rule changes. Modification of the database to allow tracking of record changes; development of a licensee data import template with data validation and error checking as well as support and assistance with data migration for a new solution. Updates to current systems to ensure version is compatible with latest versions of software (up to Access 2019) so that MS Office updates are kept current.

1.9 Scope of Work

Update existing reports and construct new reports required as a result of program need, federal requirement changes or rule changes (All reports are generated from MS Access and exported to MS Excel and PDF formats)
• Updates to six existing reports.
• Correct any report issues that arise throughout contract period.
• Update reports with any changes required as a result of federal requirement changes or rule changes as they arise throughout the contract period.

Develop database tracking mechanism
• Develop a tracking mechanism that is modeled after current manual tracking process
• Tracking mechanism for tracking licensing applications process, who has done each step of work in the process and status of application throughout the workflow from beginning to end.
• Tracking the inspection process and compliance follow ups throughout the inspection process.
Design a data import template that can be used by licensees to send data to DOH
• Create a standard template including the necessary data that is required by licensees
• Linking data from template to database fields so data from template can be easily imported to database.

Assistance and support with data migration
• As the Radiation Air replacement project is underway there may be need for assistance with data migration and data validation
• If needed, provide a diagram of linked tables and associations
