A. Degree: Candidates must possess a Bachelor’s degree or greater in Computer Science, Information Technology or another related field or Equivalent
B. Programing: Candidates must demonstrate the ability to apply systems engineering concepts and factors, such as structured design; supportability; reliability; scalability; and maintainability sufficient to ensure that applications are optimized for state-of-the-art technology and functionality utilizing various programming languages and tools to include .NET Core, C#, JSON, CSOM, REST API, PHP, ASP.NET, Visual Studio, Visual Basic, HTML, JavaScript, JAVA, Java Applets, visual basic script, Cascading Style Sheets (CSS), Ajax, XML, MS SQL Server, and other RDMS and database tools.
C. Microservices Development: Candidates must demonstrate experience developing and maintaining software using DevOps, secure coding practices, Test Driven Development, Domain Driven Design, microservices design and implementation, Azure Kubernetes services and other Azure software development technologies
D. Attention to Detail – Candidates must demonstrate the ability to be thorough when performing work and conscientious about attending to detail.
E. Collaboration – Candidates must demonstrate the ability to work in an agile environment. Specifically, candidates must demonstrate and strong collaboration and communication skills within distributed project.
F. Customer Service – Candidates must demonstrate the ability to work with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
G. Oral Communication – Candidates must demonstrate the ability to expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
H. Problem Solving – Candidates must demonstrate the ability identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations.
I. Principles and Practices – Candidates must possess a strong understanding of data collections and processing, financial and licensing management principles to include funding management principles and practices and tracking methodologies

Responsibilities include but are not be limited to:
-Creation of sound and high-quality technical deliverables in cloud environments and on prem
-Microservices development to include domain modeling for microservices development
-Plans and coordinates the development of data structures, identifies and incorporates the specific data elements to be used in the system or design
-Creation of software solutions by studying requirements analysis, information needs, utilizing best software development practices; conferring with stakeholders and IT management; studying systems flow, data usage, and work processes; performs software design using software development fundamentals and processes, debug, test, and deploy software solutions
-Use of various programming languages and tools to include but not limited to .NET Core, C#, JSON, CSOM, RESTful API, PHP, Active Server Page (ASP), Visual Studio, HTML, JavaScript, JAVA Applets, visual basic script, Cascading Style Sheets (CSS), Ajax, XML, and other related web languages and tools for the development and deployment of web and mobile applications
-Implementation of secure coding solutions to prevent/mitigate coding vulnerabilities
-Strong collaboration and communication skills within distributed project teams and in an Agile environment.
-Preparation of a wide variety of design, programming, and documentation tasks necessary for the development, implementation, and sustainment of IT applications
-Follows prescribe data standards, policies and procedures, information security/information assurance policies, principles, and practices
-Prepares project plans, functional requirements, charters, time-lines, coordinate meetings, budgets, statements of work, SOPs, status reports, cost benefit analysis and resource utilization estimates
-Assist in the development and completion of Problem Statements and Business Case Analysis
-Oversees the coordination of the installation, testing, operating, troubleshooting, and maintenance of systems
-Evaluates and provides guidance to project team members on the process employed in the analysis, design, documentation, and testing and/or evaluation of systems or segments of systems
-Contributions to enterprise-wide tooling to streamline development and deployment processes
-Other duties as assigned
