.Net Developer with MVC/MVM/MVVM design patterns, AngularJS/KnockoutJS/Durandal/Oracle JET, C#, AJAX, jQuery, Drools/iLog, PL/SQL, data modeling, WCAG/508 and government experience

Location: St.Paul, MN (DHS)
Duration: 2 Years (In-person interview)

Minimum Qualifications
• Five (5) years’ experience in Developer/Programmer role
o A Master’s degree substitutes for three years of experience, or a Bachelor’s degree substitutes for two years, or an Associate’s degree substitutes for one year
• Two (2) engagements lasting more than six (6) months in Developer/Programmer role
• A total combined Five (5) years’ experience with design patterns MVC/MVM/MVVM ; and Javascript frameworks including: AngularJS, KnockoutJS, Durandal, Oracle JET
• A total combined Five (5) years’ experience with Microsoft application development using Visual Studio (2015 or higher), C#, DevExpress, Devart and Javascript
• A total combined Five (5) years’ experience programming experience including HTML, CSS3, AJAX, jQuery
• Three (3) years’ experience using complex rules engines such as Drools or iLog
• Five (5) years’ Oracle Database experience with data modeling using SQL or PL/SQL
• Five (5) years’ Oracle Database experience with data manipulation using SQL or PL/SQL
Desired Skills
• Experience developing a data check-out process moving data from a central data store to a local data store
• Experience developing a data check-in process moving data from a local data store to a central data store
• Experience applying business rules and resolving data collisions or conflicts during the data check-in process
• Experience developing authentication routines and associated logic in order to control data access to the locally-persisted data
• Experience encrypting locally-persisted data
• Experience developing an offline application supported by multiple browsers using appcache
• Development experience using indexeddb as a local data store
• Experience working in a government environment
• Experience with WCAG 2.0 and Section 508 accessibility guidelines
• Experience writing technical documentation

Sample Tasks
• Provide .Net developer and programming services to State’s MnCHOICES applications
• Integrate the data from MnCHOICES, provider rates, and the support plan into a single streamlined and consolidated process of assessing an individual, identifying their needs and determining what strengths and long-term services and supports can meet those needs
• Support CCA and project staff in building upon the business processes and information architecture identified in work that CCA has been engaged in through other contractors
• Develop business processes and information architecture specifically to assist in the implementation of the legislated initiatives
• Work with testers and subject matter experts to identify code changes and additions
• Implement changes necessary for accessibility and usability by people with disabilities
• Perform software development maintenance (bug fixes) for the project change requests
• Provide DHS Project Manager with progress reports on a weekly basis
• Inform DHS Project Manager in a timely manner of risks to the milestone completion dates
• Work closely with and ensure knowledge transfer to MNIT@DHS development team
• Compliance with the Statewide Enterprise Architecture
• Compliance with Statewide Project Management Methodology
• Compliance with applicable industry/organization standards
