Mandatory Knowledge, Skills and Abilities Years of experience
Senior Level Application Developer must possess a bachelor’s degree in information technology/computer science or minimum 8 years’ experience in Information Technology.
Minimum 5 years’ experience in the last 8 years with C# and ASP.NET.
Minimum 5 years’ experience in the last 8 years SQL Server 2008 or above.
Minimum 5 years’ experience in the last 8 years writing stored procedures and SQL scripts
Minimum 3 years’ experience in the last 8 years with Entity Framework, ASP.NET MVC, jQuery
Minimum 3 years’ experience in the last 8 years with Visual studio 2010 or above

Desirable Knowledge, Skills and Abilities
Minimum 2 years’ experience in the last 8 years with SQL Server 2014 or 2016
Minimum 2 years’ experience in the last 8 years with Knockout.js
Minimum 2 years’ experience in the last 8 years with Git.
Minimum 2 years’ experience in the last 8 years with Visual Studio 2017
Minimum 2 years’ experience in the last 8 years with TFS
Minimum 2 years’ experience in the last 8 years with Bootstrap

Suitable candidates will have a proven track record working in .NET, C#, Javascript, XML, Web Services, MVC, Entity Framework, JQuery, SQL Scripts and designing and developing user interfaces on software application development projects. Candidates will have a wide breadth of IT knowledge and experience. Documented IT experience should include (but not be limited to): experience in all phases of the standard IT Software Development Lifecycle, user-centered design and experience in different IT environments (such as Enterprise, Small Business and Government).

Scope of Work
The contractor will serve as an IT web developer within WSDOT and will be responsible for planning, designing, coding, testing, implementing and documenting business solutions on the agency’s Commitment Tracking System.
The contractor is expected to have demonstrated skills and knowledge in the following areas:
• Ability to effectively produce in multiple IT disciplines, including requirements identification, business analysis, coding, QA testing, and system documentation.
• Skills in application and database analysis, debugging, maintenance, and implementation
• Skills in system requirements specification development and documentation
• Strong leadership and communication abilities.
• Ability to effectively contribute and work on a self-directed team.

Specific duties include:
Work independently or as a member of a WSDOT IT project team to:
• Perform analysis, design, development, testing and implementation of software using C#, ASP.Net, MVC, Entity Framework, Knockout, CSS, JQuery, HTML5, JavaScript, AJAX, and XML.
• Design and implement user interfaces and user experiences for web applications.
• Write complex SQL Queries
• Communicate with web services to send and receive data.
• Obtain an understanding of key business needs and work directly with end users to create effective solutions.
• Elicit, understand, and document complex business processes and translate them into solutions.
• Interact and consult with senior and midlevel managers of WSDOT business units, as well as key Subject Matter Experts.
• Exercise excellent communication skills for communicating various system issues and meeting the customer’s expectations.
• Participate in workshop/interview meetings with business/application owners and end users.
• Effectively manage time to assure commitments are met on time.
• Application Integration of .NET environments, and third party tools.
• Employ source code repository check-in processes.
• Employ a strong team-oriented focus.
• Additional duties may be assigned as determined by Manager of WSDOT ITD Application Development or Project Lead.

Documentation of work to include:
• Requirements Document
• Technical documentation
• Unit tests
• Other project related documentation as required by the Manager of WSDOT ITD Application Development or Project Lead

Proposed Senior-Level Application Developers must possess a bachelor’s degree in information technology/computer science or minimum eight (8) years’ experience in Information Technology.
Furthermore, the Senior-Level Application Developers must possess a minimum of five (5) years of experience, within the last eight (8) years, in each of the Required Skills and knowledge areas listed below:
• C# and ASP.NET
• SQL Server 2008 or above
• Writing stored procedures and SQL scripts

Lastly, the proposed Senior-Level Application Developers must possess a minimum of three (3) years of experience, within the last eight (8) years, in each of the Required Skills and knowledge areas listed below:
• Entity Framework, ASP.NET MVC, and jQuery
• Visual Studio 2010 or above
In addition, WSDOT prefers that proposed Senior-Level Application Developers also have a minimum of two (2) years of experience, within the last eight (8) years, in each of the Desired Skills below:
• SQL Server 2014 or 2016
• Knockout.js
• Git
• Visual Studio 2017
• TFS
• Bootstrap
