Description:
The Department of Health and Human Services (DHHS) is seeking to fill a short term (approx. 12 month) contractor assignment to provide Computer Programming Services. The selected candidate must be able to demonstrate excellent web user interface software development skills a in a .NET environment and possess excellent communication and problem-solving skills. The candidate will assume a key technical role working as part of a small development team to deliver the solution. In this and will report to the Program Consultant for the Medical Information Processing System (MIPS).

Required skills:
•Minimum 5 years of progressive, successful experience in a software development environment
•Solid HTML, JavaScript, and AJAX development skills in a Microsoft .NET 3.5 and 4 environment
•History of successful ASP.NET user interface development
•Experience with Query and other widely used libraries
•Expertise in CSS with experience creating intuitive user interfaces
•Ability to design clean user interfaces that use simple constructs to support complex data entry
•Ability to create designs, estimate levels of effort, and implement designs

Preferred skills:
•Microsoft .NET server development experience 
•Bachelor’s degree in Information Technology, Computer Science, or Computer Engineering

Responsibilities & Duties:
•Working with project team and key stakeholders to help successfully development and implement a Medicaid EHR Incentive Payment System solution. 
•Leverage user interface development experience to ensure a successful solution delivery by designing and developing software to meet functional requirements
•Create web application software supporting multiple user groups
•Following industry best practices and patterns
•Unit test responsibilities for their components
•Contribute to and follow software development standards
•Communicate effectively with other team members and project management
•Adhering to best practices in software building, release management, and developer testing including source code management (e.g., Subversion, CVS, Visual Source Safe), automated builds (e.g., make, nant, Cruise Control), bug/enhancement tracking, test driven development, and related best practices
