Mandatory Requirements : 

1. An Associate’s Degree (or higher)
2. Minimum of two (1) years application development experience Object Oriented Analysis, Design and Development
3. Minimum of two (2) years application development experience doing N-tiered client/server development
4. Minimum of two (2) years experience performing development work in Visual Studio.Net
5. Minimum of two (2) years experience performing development work in Oracle 9i, Oracle 10g, or higher
6. Minimum of two (2) years experience performing development work in Windows NT/2000/XP

Desirable Experience Preferred

1. Three or more years programming experience with Oracle 9i or higher, including SQL tuning and PL/SQL coding.
2. Three or more years experience coding Microsoft VB/ASP .NET n-tiered web applications (Web Services, Web Forms, .Net classes) and three years experience using Visual Studio .NET IDE, building and installing .NET web sites. Experience with accessibility compliance issues as a web GUI designer, the plus.
3. Three or more years developing/maintaining web applications built with classic ASP/COM architecture
4. Three or more years experience with web GUI design using asp.net
5. One or more years experience coding to meet web application security protocols. Preferably using LDAP and Netegrity SiteMinder.
6. Three or more years experience analyzing and writing formal documentation of business processes and workflows, and working with non-technical staff to develop system specifications and resolve problems. UML experience a plus.
7. One or more years experience developing projects related to social services (for example, Food Stamps, Medicaid, HEAP, TANF) or accounting.

1. Bachelor’s Degree (Pass/Fail)
2. A Minimum of three (3) years experience examining the methods and processes of the business flow within a diverse public or private service delivery organization.
3. A Minimum of three (3) years experience assessing and documenting existing business processes and identifying unnecessary steps
4. A Minimum of three (3) years experience incorporating value-added steps into a new process through the translation of business practices into terminology and desk products that seamlessly merge  computer and microcomputer technology with work processes
5. A Minimum of three (3) years experience assessing and documenting existing business processes and identifying where improvements can be made or where new processes can be installed
6. A Minimum of three (3) years experience researching “best practices” of comparable  organizations and analyzing the feasibility of installing them where needed
7. A Minimum of three (3) years experience developing new methods and procedures, implementation plans and schedules and written reports.
8. A Minimum of three (3) years experience eliciting documenting business, user and system requirements
9. A Minimum of three (3) years experience preparing Business Requirements Documents (BRD)

Desirable Experience

1. Good communication and interpersonal skills
2. At least six (6) years experience with analyzing business needs in a large, complex human services computer system. Experience with child support systems is preferred.
3. A Minimum of six (6) years successful experience managing and monitoring application change requests.
4. A Minimum of six (6) years experience with Helpdesk systems.
5. A Minimum of six (6) years experience working with both technical and non- technical staff to identify and resolve technical issues in a large and complex  environment from a technical and organizational point of view.
