Candidates for each position must have all of the types and durations listed as follows of mandatory technical experience required for the position to be eligible for consideration. Non-mandatory technical requirements are desirable and will be scored based on level of experience. Technical experience may be concurrent.

MANDATORY Requirements:

NOTE: Candidates who do not meet all of the following mandatory requirements will not be considered for further evaluation and the entire proposal will be deemed non-responsive.

    1. A minimum of eight (8) years experience as the lead project manager on mid to large-sized IT software development projects which included analysis, design, coding, quality assurance, implementation, infrastructure and security tasks.
  1. A minimum of four (4) years experience developing and managing project schedules and resources, using Microsoft Project.
    1. A minimum of four (4) years experience performing risk management including  risk identification, risk assessment, monitoring, and controlling risks.
    2. A minimum of four (4) years experience developing and executing project communications plans.
    3. A minimum of four (4) years experience managing project execution and control.
    4. Ability to clearly and correctly communicate in both written and spoken English.


DESIRABLE Experience:

(Scores will be assigned based on the length of the experience.)

  1. Project Management Institute (PMI) Project Management Professional (PMP) certification and post-certification experience. Provide date of certification and PMP number.
  2. Experience with the State Department of Health project management environment and using the Department’s project management methodology.
  3. Experience applying the State Project Management methodology to manage projects.
  4. Experience in managing business process redesign, business process improvement or change management projects.
  5. Experience with managing projects in the health care field.
  6. Experience facilitating workshops and focus group sessions.
  7. Experience training and mentoring project managers.
  8. Experience with the IBM Rationale suite, specifically ClearQuest and Requisite Pro, Version 6.0 or higher.

Duties: coordinates and delegates the assignments for the consultant project staff. Focal point of communications and contact for the Agency regarding project status, meetings, reporting requirements, scope changes/extensions, and financial, administrative, and technical issues and concerns raised by consultant staff or the Agency.  The consultant will create work plans and project schedules as required to accomplish the tasks required for this project.   The work plans will include project deliverables, provisions for Agency written sign-offs, and prescribed timeframes. The Agency project management methodology will be followed, which is based on the State project management methodology as described in the State Project Management Guidebook. The consultant will prepare all project management artifacts as specified by the Agency’s project management methodology.

The Contractor will be responsible for the creation and maintenance of all project management deliverables with the input of both contract and Agency project team members. Examples of project management activities and responsibilities that will be required of the Contractor in this project include, but not limited to:

  • Coordinate the activities of the project teams;
  • Create, monitor and manage project plans, schedules, scope, risks, issues, costs, changes, and other project management artifacts;
  • Report project status;
  • Provide a focal point for issues and concerns raised by the Contractor team or the Agency;
  • Manage Contractor system development tasks and project resources per priorities established by Agency;
  • Identify risks and develop strategies to control them;
  • Document lessons learned.
