10 Expert in Java development using JEE platforms
8 Expert in Web Application Development
8 Experience in SQL & PL/SQL components
6 Experience in SOAP and Restful Web Services
5 Expert in Spring Framework
5 Expert in Technical Documentation including Design Documents, Standards, and Configuration Plans
4 Experience in Hibernate ORM
3 Experience in Leading Software development teams
3 Working knowledge of Continuous Integration (Jenkins or Equivalent)
2 Experience in Identity & Access Management, Single Sign-on, OAuth, JWT
2 Experience in implementing Service Oriented Architecture solutions
2 Experience in Angular or similar UX framework.
1 Experience in using Springboot framework.

Preferences:
Years Skills/Experience
5 Working knowledge of Test Automation (Selenium, LoadRunner, Accessibility testing) and the ability to troubleshoot integrations with HP ALM

Worker will work closely with the senior CTO to build an overall and comprehensive view of the DFPS business strategy, processes, information, and information technology assets. This information will be used to align the business and information technology directions. The junior Enterprise Architect will drive standards and common approaches and expose information and processes across the enterprise. The junior Enterprise Architect will develop and document the overall information technology standards and develop and oversee the direction of the enterprise architecture domains, including Business, Data, Applications, Security and Technology. The junior Enterprise Architect will lead the effort to develop a comprehensive plan for migrating from the current architecture to the approved future state while supporting the DFPS strategic direction and mission and adhering to State of Texas statutes for information security. The junior Enterprise Architect will report to the DFPS senior CTO. The Worker will work with technical teams comprising of technical team leads, developers, user interface/user experience engineers, and technical/functional testing analysts. The Worker will facilitate meetings, elicit project details and document requirements for development projects focused on continuing modernization activities of existing DFPS Enterprise Java web applications including IMPACT, PEIRS, SSCC, Child Placement Portal, Incentives and Remedies, Community Based Care, and other operational projects as needed. The Worker will also work in concert with various technical leads (e.g., PMO, CTO, and Systems Development Resources) to prioritize assigned work and develop recommendations, options, or alternatives as required.

ESSENTIAL JOB TASKS INCLUDE:
a. Work involves the following: Assists in modernization of existing DFPS technical and enterprise architecture. The Worker(s) will work under the senior CTO to analyze, build and recommend new architecture changes and suggest new tools and platforms to support the need of emerging projects and technologies. As an added responsibility, the Worker(s) should be able to mentor, coach, and lead project teams, including Developers, User Experience Engineers, and Technical Quality Assurance Analysts.
b. Works with the senior CTO to oversee development and implementation of DFPS information technology standards and architecture
c. Supports the development and implementation of the IT enterprise roadmap for each domain and component technologies, services, and standards
d. Identifies, analyzes, and prepares mitigation strategies for risks related to the DFPS information technology environments
e. Provides analysis and consultation to the senior CTO, CIO/IRM, and agency leadership on key technology issues affecting the agency
f. Participates in planning, policy development, budget discussions, and problem resolution efforts to support and maintain the IT information technology environments
g. Recommends and develops policies, procedures and practices in concert with the Information Security Officer and the Chief Information Officer related enterprise architecture framework and security.
h. Ensure the enterprise architecture plan supports the IT security policies and direction.
i. Excellent understanding of technology architecture and its key components.
j. Analyze technology roadblocks and work with CTO office to suggest alternatives using the industry standard best practices in Java/J2EE Platforms.
k. Experience in implementing Service oriented architecture for medium to large enterprises.
l. Knowledge of micro-service architecture and best practices and migration strategies
m. Good understanding of different architecture patterns including SOA and micro-services
n. Provide hands on coding for key components needed for common functionalities.
o. Ability to analyze and provide inputs on open source and COTS tools.
p. Experienced with Full stack development capabilities including Database, Services, Web Applications, and Front-end development.
q. Ability to code framework components for common usage across projects.
r. Define and Develop high-level design documents
s. Review of low-level design documents
t. Assess Level of Effort for individual modules
u. Excellent understanding of the .NET architecture patterns
v. Experience in JASPER or similar reporting tools.
w. Knowledge of Spring Framework.

z. Tracking SDLC activity metrics across all disciplines, including Requirements, Coding, Unit testing, Integration testing, Defects, Usability, and other established metrics.
