Minimum Qualifications
• Five (5) years of experience as Java web application developer within the last 7 years
o Bachelor’s degree can substitute for two years of experience
• Two (2) years of experience with JavaScript within the past five years
• Two (2) years of experience with Hibernate within the past five years
• One (1) year of experience with Spring MVC within the past three years
Desired Skills
• Knowledge or experience with Oracle
• Strong oral and written communication skills
• Ability to work independently and in team settings
• Experience using IntelliJ IDE to discover and fix errors in code
• User Interface design experience

Sample Tasks
• Collaborate with existing staff Java developers, QA specialist, subject matter expert, and project manager regarding development-related tasks, quality, and priorities
• Work with technical business analyst and business users to design screens
• Work independently to develop code for new screens
• Develop and/or refactor Java code for existing system as assigned

Description of Project
The consultant will be assisting two to three skilled MNIT staff Java developers with completion of a new USDA-funded Food Distribution Program (FDP) system that will replace an existing legacy FDP system that uses old, no longer supported technologies; requires intensive developer intervention for routine operations; is insecure; non-accessible; fragile; and lacks critical functionality needed by the business users. The new FDP system will be used to administer the USDA Food Distribution Program that enables the Department of Education to manage the distribution of free food supplied by the USDA to school districts throughout the state. The new FDP system will be integrated with an existing internally developed system that manages financial reimbursements to school districts, day-cares, and community centers for food provided to children eligible for free or reduced meals. The consultant will need to be a team player, who enjoys developing code, is comfortable engaging in code reviews with team members, as well as interacting with Business subject matter experts, and can produce comprehensible technical documentation such as functional specifications. The new FDP system is already about 40% complete but we need help with the remaining effort because staff developers working on this system are also assigned to other high priority projects, making it difficult for them to focus on and finish this FDP project. The technology stack consists of the following: HTML, JavaScript, JSP, Spring MVC, Java 7, Hibernate, Oracle, JBoss/Tomcat, Windows. Work is anticipated to be onsite at the Minnesota Department of Education; 1500 Highway 36 W, Roseville, MN.
