Minimum Requirements:
Years Skills/Experience
8 Experience in IT and the application development life cycle
8 Experience in WebSphere (Application & Portal Server versions 6 & greater) development
8 Experience in Java, JSP and JSF programming development
8 Experience in Oracle/Sybase programming development
8 Experience in using Rational Application Developer 7 or greater
5 Experience in performing rigorous test case scenarios
5 Experience with GUI (Desktop and Web)
5 Web services programming experience
5 Previous experience validating business requirements and design specifications with users
4 Experience in Hibernate programming development
4 Experience with customer service
4 Experience providing after-hours support
4 Experience developing rigorous Unit Test scripts
4 Experience creating application builds and working with code versioning tools
3 Experience developing Accessible application systems that are Section 508 compliant
3 System design experience (Batch and Online)
3 Experience in developing rigorous test case scenarios using UML or similar technology

Preferences:

3 Experience with state or federal government, or complex private sector organization
1 Knowledge of HHS agencies and technical environments.

The Health and Human Services system has undertaken a Corrective Action Plan (CAP) project with the United States Department of Health and Human Services Office of Civil Rights (OCR). The scope of this program / project includes all activities necessary to support the successful completion of all deliverables required within CAP. The CAP requires HHSC to take certain actions to improve its information security program. These actions include conducting a comprehensive security risk assessment and analysis of all legacy Department of Aging and Disability Services (DADS) Health Insurance Portability and Accountability Act (HIPAA) functions that were in existence on April 21, 2015 and transferred to HHSC. This includes all Information Systems (Applications), Facilities, Equipment, Business Agreements, Policies and Procedures, and Training.

The four (4) developers will assist AM staff in support of the project. Part of the CAP project will be to remediate applications identified by HHSC, CAP project as having security vulnerabilities.
Duties include:
A. Design, develop, test and deploy web applications and web services using Java code and other technologies.
B. Interface with other HHSC development groups to ensure customer support provided as required.
C. Provide after-hours support.
D. Other duties as assigned.
