This position is a part of the DHHS Data Office, which is responsible for enabling DHHS to function as a data-driven organization, basing decisions and policies on reliable, well characterized data that is easy to access and query. The Data Office is accountable for overall data strategy, quality, integrity, security, and governance across HHS programs including but not limited to Medicaid, WIC, Human Services, Public Health, Food stamps, etc. A significant area of focus is the data strategy for North Carolina Medicaid Transformation in the transition from fee for service to a managed care model. The Data Office is also responsible for overseeing the creation of a Data Hub, allowing user-friendly, metadata-based access to integrated information from across the Department.

Summary
The Data Analyst position reports to the Data Office Director and uses a diverse set of technical, analytic and communication skills to enable data-driven understanding of NCDHHS (North Carolina Department of Health and Human Services) programs to evaluate and inform policy.

Data Analysis
Coordinates project design, planning, statistical analysis, evaluation, and reporting, and applies advanced statistical methods to health and human services related eligibility, medical utilization, expenditure, and outcomes data. Responds to ad hoc data requests.

Coordination and communication
This position communicates across divisions to develop requirements and use case, works closely with Information Technology to define and develop the data systems necessary to fulfill the functions of the Data Office. Provides consultation and assistance to internal staff and other DHHS agencies in developing methods and strategies for more effective reporting of data and analyses.

Data Management and Governance
Defines requirements for development/modification of agency interface files and APIs and tests for accuracy, reliability, and validity; Ensures data integrity and provenance; Defines and documents business rules for data validation; Works with interdisciplinary teams to research and correct data issues.

This position also requires the ability to learn and apply new technology, work both independently and in a team environment, and collaborate with all levels of staff within DHHS to satisfy business needs.

Knowledge/Skills/Abilities

Required:
• Knowledge of scientific research methods, statistical techniques, mathematics, and their application to research analysis.
• Ability to manage, manipulate, and analyze complex databases
• Skill in using SAS, R, Python, or other statistical software.
• Ability to develop and interpret graphical and tabular presentation of data.
• Skilled in verbal and written communications.
• Ability to exercise independent judgment, prioritize tasks, and work under time constraints.

Preferred:
• Knowledge of medical record system, clinical coding practice, or Medicaid claims data.
• Skill in using SQL and hands-on experience in file transfer methodologies and different file types and layouts such as csv, txt, XML etc.
• Tableau and/or SAS Visual Analytics (VA).

Education/Experience
A minimum of four years college level education or graduation from an accredited college or university in computer science, statistics, informatics, or related field. Master’s degree or higher preferred.
Five or more years work experience with data wrangling and analysis.
Work experience with collection, analyses, and/or dissemination of health and/or human services data is preferred.
