DAILY DUTIES / RESPONSIBILITIES:
Client is seeking an organizational change lead with the Medicaid Operations skills and experience, information technology knowledge, program management, vendor management, and interpersonal skills necessary to enable ongoing operational success for MMIS components.
Responsibilities of the Medicaid Operations Project Lead are:
• Serve as lead for RMMIS module transition to operations and coordination of appropriate tasks and resources;
• Assist Medicaid Operations management with organizational transition to new operations models to include staffing management, budgeting and communication;
• Identify and lead process improvement initiatives to improve and streamline Medicaid Operations;
• Evaluate lessons learned and other agency documentation of deficiencies to determine best course of action to eliminate future defects and issues;
• Represent Medicaid Operations in the change management approach with agency leadership, solution providers and system integrators in transitioning individuals and teams to the future RMMIS and MES state;
• Create and report performance metrics for Medicaid Operations and coordinate improvement strategies for problem areas with agency leadership;
• Create business plans for selected RMMIS solutions;
• Ensure all operations project level efforts are tracked in MS project and reported weekly;
• Manage risk and issue management for Medicaid Operations;
• Integrate Medicaid Operations with the RMMIS program by interfacing with RMMIS Program Manager and create opportunities to leverage cross-program coordinate and program dependencies;
• As solutions are deployed from Medicaid Enterprise Systems (MES), coordinate user acceptance testing;
• Coordinate Medicaid Operations requirements as required for MES solutions;
• Create Operations and Maintenance Manuals by collaborating with internal and external solution providers as well as integration vendors;
• Apply industry standards processes and procedures to Medicaid Operations including:
o ITIL Service Management;
o Concept of Operations;
o Risk Management and mitigation planning
o Operations and Maintenance Planning;
o Operational Readiness gate reviews for Client governance and CMS certification requirements;
o Go/No-Go Checklist development, planning and execution;
o Organizational change management;
o Staff and resource management
