CONTRACTOR QUALIFICATIONS:
5.1.1. Ten years of experience with development of use cases using the Rational Unified Process in group sessions.
5.1.2. Ten years of experience with the development of web-based applications using ASP.Net.
5.1.3. Ten years of experience with object-oriented design.
5.1.4. Ten years of experience with object-oriented design in Rational Rose.
5.1.5. Ten years of experience with the design and implementation of medical software.
5.1.6. Ten years of experience with VB.Net development using use cases developed using the Rational Unified Process.
5.1.7. Five years of experience working with end-users and subject matter experts to document existing processes and identify appropriate changes to existing processes.
5.1.8. Ten years of experience using Test Track.
5.1.9. Ten years of experience developing software that ensures information security and patient confidentiality.
5.1.10. Ten years of experience using business processes in the medical field with an emphasis in epidemiology.
5.1.11. Ten years of experience serving as a project manager and leading and organizing development teams.

6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS:
6.1.1. Contractor will perform the following tasks in the time and manner specified:
6.1.1.1. Weekly, develop project schedule for the Merlin team as directed by the Department.
6.1.1.2. Weekly, conduct working group meetings with the Merlin Team as directed by the Department.
6.1.1.3. Monthly, troubleshoot Merlin, ESSENCE-FL and EpiCom systems operability in a time directed by the department as directed by the Department.
6.1.1.4. Assure compliance with Department Information Technology standards and coordination of the Department Information Technology Application Scan for each software release as directed by the Department.
6.1.1.5. Monthly, develop and disseminate training and demonstration of completed. system enhancements for each software release as directed by the Department.
6.1.1.6. Weekly, develop systems upgrades tracking log as directed by the Department.
6.1.1.7. Weekly, develop systems priorities for Merlin as directed by the Department.
6.1.1.8. Weekly, develop software defects log for discussion at weekly systems meeting as directed by the Department.
6.1.1.9. Weekly, troubleshoot any identified systems failures by working with the Bureau of Epidemiology Surveillance Systems team members and the Department of Health Division of Information Technology as directed by the Department.
6.1.1.10. Monthly, meet with Bureau of Epidemiology Program Managers to develop project priorities for Merlin.
6.1.1.11. Facilitate disease reporting and processes (including those supporting Meaningful Use objectives such as electronic initial case reporting) by non – Department, (physicians, hospitals, clinics and providers) through enhancements to software as directed by the Department.
6.1.1.12. Facilitate interoperability between disease surveillance systems (such as FL- SHOTS, PRISM, EpiCom, EpiGateway) and Merlin including automation and display identification of co-morbidities across one or more surveillance system modules as directed by the Department.
6.1.1.13. Maintain system to manage a variety of capabilities which is aligned for the
Federal Meaningful Use Program as directed by the Department.
6.1.1.14. Provide enhanced analytical capacity through enhancements to software such as the incorporation of mapping functions, quality assurance, and analysis/visualization/reporting (AV R) tools as directed by the Department.
6.1.1.15. Improve the aesthetics, functionality and user acceptance of the systems as
directed by the Department.
6.1.1.16. Transition messaging of reportable disease date to CDC via CDC specified HL7 format as CDC makes them available and as directed by the Department.
6.1.1.17. Weekly, address outstanding change request as directed by the Department.
6.1.1.18. Facilitate the addition of extended data for additional diseases, case definition automation logic, antimicrobial resistance, outbreak and emerging disease surveys as directed by the Department.
6.1.1.19. In collaboration with Division of Disease Control and Health Protection (DCHP) information technology teams; standardize collection and storage of DCHP shared data (for example, shared profile, laboratory, and provider tables) as directed by the Department.
6.1.1.20. In collaboration with Division of Disease Control and Health Protection (DCHP) information technology teams; design, develop, and code based on business requirements for the DCHP as part of the overall strategic effort for integration and interoperability of its systems and software as directed by the Department.
6.1.1.21. The Contractor, its employees, subcontractors, and agents must comply at all times
with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentially document attached to the purchase order.

PURPOSE:
1.1. This statement of work is for managing the development of project schedules, timelines, business use cases and system use cases and complete object oriented design for the development of the Merlin.Net, EpiCom, and EpiGateway systems s tracking mechanism for the Division of Disease Control and Health Protection in the Bureau of Epidemiology. Contractor will provide these services to the Florida Department of Health.
