7 Required Experience communicating with customers to obtain business requirements, documenting those requirements, and tracking and documenting the specifications associated with those requirements
7 Required Excellent communication skills, both written and oral, with all levels of staff.
7 Required Strong experience with Microsoft toolset – Word, Project, Visio, Excel.
5 Required Experience as a Senior Business Analyst
5 Required Experience with systems consolidations within complex organizations
5 Required Experience supporting large programs (composed of multiple projects): monitoring projects, assisting with communications, escalating risks and issues, and preparing tracking and status reports and various presentations.
3 Required Project Coordination of complex projects with multiple stakeholders
3 Required Knowledge and experience working with a scrum team in an agile environment to deliver software release sprints for HHSC, on time, with a focus on quality.
5 Preferred Project Management of complex projects with multiple stakeholders
5 Preferred Experience with state or federal government, or complex private sector organization
5 Preferred Experience managing cross-agency, enterprise-wide initiatives
5 Preferred Knowledge of HHS agencies and technical environments.

DESCRIPTION OF SERVICES: (Required)
The Department of Information Resources (DIR) requires the services of (1) Business Analyst-2, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Business Analyst-2 and the specifications outlined in this document for the Texas Health and Human Services .
All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
All work regarding this project includes all activities necessary to support the successful completion of all deliverables required within the Department of State Health Services (DSHS) Public Health Application (PHA) services for IT Infrastructure Services and IT System Services for the redesign of the Texas Health Safety Network (TxHSN) system. DSHS had originally planned to update the current Maven based reporting system, however, due to ongoing quality issues with the system, DSHS will need to develop and implement a replacement system that meets new business requirements for the program. The replacement system will allow DSHS to improve reporting and tracking of Health Associated Infections (HAI’s) and enhance infection prevention activities that may prevent transmission of communicable diseases such as COVID-19 in healthcare facilities. The new system will also be augmented to track infection control assessment and response activities in response to COVID-19 pandemic or other infection prevention emergencies.

Duties:
Evaluating business processes, documenting requirements, uncovering areas for improvement

Ensuring solutions meet business needs and requirements
Facilitating user acceptance testing
Help prioritizing initiatives based on business needs and requirements
Serving as a liaison between stakeholders and users
Monitoring deliverables and ensuring timely completion of projects
