6 Required Effectively communicate with non-technical audience to understand business needs and explain complex systems and technical topics in clear and concise manner.
6 Required Strong verbal and written skills in communicating with technical, non-technical staff and different levels of users.
5 Required Skilled in meeting facilitation and requirements gathering.
5 Required Skilled in developing and documenting business process flows.
5 Required Skilled with Database query languages (SQL, PL/SQL).
5 Required Skilled in developing Requirements Traceability Matrices.
5 Required Skilled in developing and executing Test Scripts.
5 Required Skilled in developing Test Plans and coordinating User Acceptance Testing.
5 Required Experience with general IT SDLC processes.
3 Required Experience in software testing in an Agile methodology development environment.
1 Preferred Experience with Health and Human Services or other State Agency.
1 Preferred Experience using and/or testing automated regulatory systems.
1 Preferred Experience creating training documentation.
The Systems Analyst is an Information Technology (IT) position and will analyze user requirements, procedures, and problems to automated and business processes. The Systems Analyst will provide analysis and testing services for the implementation of the Managed Care Organization (MCO) Non-Risk Payment System (MCNPS). This position will provide requirements analysis to create test cases and scripts for functional and nonfunctional requirements, prepare test data, execute test scripts, analyze data, support user acceptance testing, and provide defect triaging.
The workers responsibilities and skills must include:

· Create test cases and scripts
· Prepare test data to be loaded in the database
· Execute test script logging results
· Document defects include steps to reproduce the anomaly
· Utilize analysis and diagramming tools to represent business processes
