(Incumbent) Enterprise/Security Architect (TOGAF/CEA/FEA(F)/CISM/CISSPP) with Salesforce/AppExchange, SharePoint, QlikView, SSRS, Talend, mobile, COTS and PM experience

Location: 707 North Calvert Street, Baltimore MD (Maryland Department of Transportation State Highway Administration (MDOT SHA))

Primary Responsibilities
A. TO Contractor Personnel shall identify and research new technologies and Commercial Off the Shelf (COTS) products: evaluating their applicability to MDOT SHA business functions; assessing their compatibility with existing technology; and, where applicable, identifying a migration path ensuring consistency with the State and MDOT’s enterprise architecture. This includes working with MDOT SHA business areas directly or in conjunction with OIT business analysts to understand business functions and pain-points which may be alleviated through implementation of new technology and / or soliciting suggestions for technologies to investigate.
B. TO Contractor Personnel shall provide technology briefings on emerging technology to OIT management, the MDOT SHA IT Steering Committee (ITSC), or to other teams as directed by OIT management.
C. TO Contractor Personnel shall provide recommendations to OIT management, the MDOT SHA ITSC, or other MDOT teams whether or not to pursue implementation of a specific technology or COTS product. This includes developing detailed short-term and long-term plans for implementation; providing input to the budget process; and, where applicable, providing guidance to staff developing invitations for bids, request for information, requests for proposals and/or TORFP requirements for acquisition and implementation of technology.
D. TO Contractor Personnel shall support OIT’s cybersecurity responsibilities including representing MDOT SHA on the MDOT Security Working Group (SWG); advising and participating in Disaster Recovery Planning and Execution, advising on and conducting data classification of applications, advising on changes in security policy, and conducting security related research. The SWG is responsible for assessing the security impact of all requested changes to the MDOT enterprise network.
E. TO Contractor Personnel shall represent MDOT SHA on the MDOT Enterprise Architecture Working Group including the maintenance, improvement, and reporting of MDOT SHA’s inventory of applications in active use.
F. TO Contractor Personnel shall represent MDOT SHA on the Network Architecture Working Group (NAWG). The NAWG is responsible for planning the long-term network architecture that will be supported for the MDOT enterprise.
G. TO Contractor Personnel shall facilitate OIT’s Architectural Review Board (ARB) including organizing regular meeting with OIT personnel representing business analysis, project management, software development, database administration, and network administration to conduct technical evaluations of new IT project requests, looking for standardization and reuse wherever possible, then make a recommendation on technical direction along with a rough order of magnitude to the Level of Effort Committee (LOE) and OIT management.
H. TO Contractor Personnel shall participate in the OIT LOE meetings to estimate the size of new IT project requests.
I. TO Contractor Personnel shall support project teams when assigned including contributing to requirements, design, development, and test efforts; perform cost-benefit analyses; define processes to test new technologies for potential use; and coordinate with appropriate OIT staff to define training needs and to acquire/provide training.
J. TO Contractor Personnel shall author, contribute to, or review documents pertaining to future architecture, target architecture for specific projects, and system design for potential projects. This includes the yearly IT master plan and the OIT technology standards document.
K. TO Contractor Personnel shall enter information into OIT’s portfolio management software including status updates and time spent on projects.
L. TO Contractor Personnel shall submit regular status reports as part of the monthly invoicing process
M. TO Contractor Personnel shall provide periodic status briefings as needed to OIT management, the MDOT SHA ITSC, or to other teams as directed by OIT management.
N. TO Contractor Personnel shall be responsible for knowledge transfer occurring on the reassignment of a project resource from one task/project to another (either permanent or temporary transfer).

Preferred Qualifications
A. Demonstrated experience with Salesforce including the AppExchange.
B. Demonstrated understanding of information security protocols.
C. Demonstration of the extent to which proposed personnel has experience with portal technology such as SharePoint, business intelligence products such as QlikView, reporting technology such as SSRS, data integration software such as Talend, and mobile technology.
D. Demonstration of the extent to which proposed personnel holds certifications in enterprise architecture (e.g. TOGAF, CEA, FEA(F)) and information security (e.g. CISM, CISSPP)
