Duration: 6-12 months
The Bidder must have no less than five (5) years experience in Business Analysis.
The Bidder’s proposed consultant must either have a Bachelor’s degree in computer science or information technology area AND 2 years of experience as a Business/Technical Analyst within an Information Technology group or 2-year degree in computer science or information technology area AND 5 years of experience as a Business/Technical Analyst within an Information Technology group performing similar services as described in this solicitation.
The Bidder’s proposed consultant must have a Business analysis certification, (e.g. ECBA, CCBA, CBAP, PMI-BA).
The Bidder’s proposed consultant must have no less than two (2) years’ experience facilitating change and/or transition planning, including collaboration with stakeholders.
Experience and knowledge of governmental agencies.
Experience with knowledge of the K-12 system
Scope of Work
The business analyst will work with SEBB subject matter experts, HCA IT staff members, and other HCA third party vendors to gather, document and define business needs and requirements. This will include, but is not limited to documenting business rules, business requirements, solution requirements, interface specifications and system design, The primary work schedule during normal business hours unless otherwise approved by the HCA
The contractor will be expected to provide work products and possess the following core skills:
Solution Requirements (excel document) – Contains the list of requirements that the solution will be required to support. Indicates what type of requirement, description of the requirement, the business rule(s), priority, and other critical pieces of information.
Interface Requirements (excel document) – Contains information on the interfaces between the HCA system and other systems, including what type of data, frequency, target platform and other key information.
Context Diagram (visio document) – Contains overview of the HCA environment and key stakeholders.
System Design (word document) – Contains more detailed information about the system design, such as error messages, screen design, etc.
Supporting process flow diagrams (visio document) – Any process flow diagrams that support the other documents, such as a swim lane process flow for interfaces.
The awarded contractor must possess a strong background in the following skills:
i. Communication; ii. Problem-solving; iii. Critical thinking;
iv. Documentation and specification;
vi. Visual modeling;
vii. Facilitation and elicitation;
viii. Working knowledge of SharePoint; and
ix. Expert knowledge in Microsoft products (Word, Excel, Visio, PowerPoint, etc.)
The contractor shall deliver business requirements and supporting documentation as a package per project schedule.
