Business Analyst with testing (QA),BPR, BRD, mainframe (COBOL), BPM, UML, BPMN, and fianncial payment processing/government experience

Mandatory Requirements:
Note: Candidates not meeting the following mandatory requirements as contained in the RFP will not be considered for further evaluation: Proof of meeting education requirement must be submitted.
1.Minimum of three (3) years experience: examining the methods and processes of the business flow within a diverse public or private service delivery organization.
2.Minimum of three (3) years experience: assessing and documenting existing business processes and identifying unnecessary steps.
3.Minimum of three (3) years experience: incorporating value-added steps into a new process through the translation of business practices into terminology and desk products that seamlessly merge computer and microcomputer technology with work processes.
4.Minimum of three (3) years experience: assessing and documenting existing business processes and identifying where improvements can be made or where new processes can be installed.
5.Minimum of three (3) years experience: researching “best practices” of comparable organizations and analyzing the feasibility of installing them where needed.
6.Minimum of three (3) years experience: developing new methods and procedures, implementation plans and schedules, and written reports.
7.Minimum of three (3) years experience: eliciting and documenting business, user, and system requirements.
8.Minimum of three (3) years experience: preparing Business Requirements Documents (BRD).
Desirable Experience Preferred for These Positions:
1.Excellent communication and interpersonal skills. Superior knowledge of the English language and elevated ability to understand and be understood.
2.Five (5) or more years demonstrated experience:
-assessing, re-engineering , documenting and recommending alternative business/system processes for existing or potential business process integration of automated systems
-assessing & documenting system change requests.
-within a financial payment processing environment.
-preferably within a Legacy/mainframe (COBOL) environment.
3.Five (5) years of Business Process Modeling (BPM) experience using Unified Modeling Language (UML) methods, Business Process Modeling notation (BPMN) or any other industry standard modeling language.
4.Five (5) or more years experience performing
-technical Unit product testing
-leading User Acceptance Testing
- communication of bugs to technical staff
- validating system responses against the business requirements including coordinating and scheduling of this effort.
Preferably experience performing these tasks for Human Services applications
