Knowledge of the software development lifecycle, security standards, the ability to learn, and work as a member of a team ensures success in this position.
Operational Support
We are looking for someone who understands and has experience with the software development lifecycle as they will be managing work requests to support operational support needs for web applications. This role is the liaison between the technical team and the business client. These are non-critical systems for MDE. This will be about 50% of the time for this resource.

Research
Research for the modernization of the current Educator Certification system. Responsibilities will include research of existing solutions within the educational business sector and documenting high level business requirements. Information learned from research will determine roadmap for a new solution. This position may have a role in the project for the new solution, as well as a Lean Process Improvement assessment. This will be about 25% of the time for this resource.

System Security Plans
Support the completion of System Security plans (SSP) for new projects and existing projects, using the State’s enterprise tool. Responsibilities include collaboration with the business clients and security liaison to analyze and complete the security controls (based on NIST standards). This will be about 25% of the time for this resource.

Job Description:
Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

•Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
•Prepare and document Functional and Technical Specifications for reporting and data warehouse work. Assist with business warehouse/intelligence support and enhancements. Develops RFPs. Assist in deployment and management of end-user reporting tools and platforms. Work with IT and business project teams to understand reporting and data warehousing requirements and propose solutions. Document and provide knowledge transfer to the rest of the Enterprise Reporting Team for all solutions.
•Knowledge of commonly-used concepts, practices, and procedures within a particular field. Familiar with relational database concepts, and client-server concepts. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a project manager. A certain degree of creativity and latitude is required.
