Business Analyst with regulations/policies, automation system documentation/specifications and workflow experience

4 Ability to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements documentation

2-3 Experience developing workflow process diagrams and proposed updates to existing business processes

Currently, DPS is in the process of piloting and implementing a replacement In-Car/CAD solution as our current solution is end of life and unsupported. Work involves analysis of all existing Commercial Vehicle Enforcement (CVE)/Motor Carrier Bureau (MCB) computer applications in the current In-Car system, as well as, analysis of interfaces impacting import/export of CVE data, e.g. SAFER, CVE Mainlane, FMCSA Imports, etc. Documenting requirements and ensuring business rules are created for the new system is crucial to meet the reporting requirements of the Motor Carrier Safety Assistance Program grant ($31,000,000 approximate). The FMCSA is highly reliant on data quality from inspections, compliance reviews, safety audits, CMV crashes and timely upload of that information from the DPS.

As the business analyst for CVE, the Worker must have a strong background in business analysis processes and documentation, as well as, experience working with large complex computer applications. The Worker must have extensive experience in the following:
1 – Working with end users to gather business and technical information for large applications and system interfaces
2 – Conducting business needs analysis and scoping exercises for complex technology projects
3 – Developing documentation and recommendations to streamline and improve business process
4 – Developing process flow diagrams and business process models
5 – Developing use cases and user stories for complex programs and/or applications
6 – Developing data maps, data dictionaries and entity relationship diagrams
7 – Oversight and facilitation of discovery sessions, requirements review and validation sessions
8 – Documenting User Acceptance Testing (UAT) issues and tracking in an issue tracking tool
The Worker must have strong attention to detail and be dedicated to delivering quality documentation with short turnaround times.
